            (Boston Orange 周菊子波士頓報導) 紐英崙養生舞協會50多名會員、嘉賓1220日中午,戴紅帽、穿紅衣,氣氛十足的在香滿園吃大餐,慶祝聖誕節,感謝老師周美桃夫婦,會長黃周麗桃多年來的無私奉獻。

                      波士頓市議會議長愛德華費連 (Ed Flynn)這天也親自到會賀節,送上表揚狀,稱許養生舞協會成員們對波士頓華埠社區的奉獻和承諾。他說,「因為你們,我們有個很棒的城市」。

慶祝會主持人李雪英在開席前代表養生舞協會,送上一張所有會員們簽了名的聖誕卡,感謝老師周美桃麼多年來竭心盡力教導,其夫婿馬文輝的默默支持、協助。

                        李雪英接著指出,還有一個人需要特別感謝,那就是會長黃周麗桃,沒有她,該會不會組織的那麼好。她透露,黃周麗桃有個外號「周百通」,因為只要有她出面,幾乎沒有事情辦不通。今年中華公所裝修封樓,該會練習無地,多虧黃周麗桃的打點疏通,讓他們能夠借用黃氏公所場地,每星期的排練、運動,這才能夠順暢無阻。

              這天的聖誕慶祝會,紐英崙養生舞協會不但享用龍蝦大餐,再次吃到近年宴席中已少見的炸牛奶,還準備了許多精美禮物抽獎,包括鮑魚罐頭,勝肽血清,荷花茶,精美餅乾等。其中最特別的是一本「天心般若拳」,彰顯了周美桃老師在拳術、功夫上的鑽研與熱愛。

              紐英崙中華公所中文書記翁宇才、財政余寶愛,以及伍胥山公所卸任主席伍輝民、鍾美貞夫婦等嘉賓應邀出席同慶。中華公所主席雷國輝因監督工程等相關事務,未克出席。

MAYOR WU ANNOUNCES CHRIS BREEN AS DEPUTY DIRECTOR OF THE OFFICE OF NEIGHBORHOOD SERVICES AND CECILY GRAHAM AS HYDE PARK LIAISON

BOSTON - Thursday, December 21, 2023 - Today, Mayor Michelle Wu announced Chris Breen as the new Deputy Director of the Office of Neighborhood Services (ONS) and Cecily Graham as the new Hyde Park Neighborhood Liaison. The Office of Neighborhood Services plays an integral role in connecting residents to City services and resources, facilitating resident input in all aspects of local government, ensuring the appropriate City departments respond to constituent service requests, attending neighborhood meetings, and responding to emergencies such as fires to help displaced residents. 


“I’m thrilled to welcome Chris and Cecily to our Office of Neighborhood Services. Each has dedicated years of service to the City and our residents, and we’re grateful for their leadership and love for Boston,” said Mayor Michelle Wu. “Chris brings knowledge of every sector of city government to our ONS leadership team. Cecily leads with a passion for community organizing and public policy, and I’m excited for our Hyde Park residents to get to know her.”

Christopher Breen was born and raised in Boston and grew up in Charlestown. His career with the City of Boston started as a teenager working for BCYF’s “Red Shirt” program. He is a proud Boston Latin Academy graduate and earned his undergraduate degree from the University of Massachusetts in Boston. Breen has spent over 18 years working in multiple capacities for the City of Boston including working as a teacher at the Eliot K-8 Innovation School in the North End, three years for the Mayor’s Office of Neighborhood Services as the Charlestown Liaison, and nearly six years as the Urban Renewal Manager at the Boston Planning and Development Agency.


“Chris is a great addition to the Office of Neighborhood Services because of his history with the City of Boston which dates back to when he was a teenager,” said Community Engagement Cabinet Chief Brianna Millor. “He is not only committed to providing the best constituent services, but he has a passion for making our city a better place for every resident.”


In his new role within the Office of Neighborhood Services, Breen will build on the Office’s work to provide essential services to constituents and work towards deepening the City’s relationship with local businesses, organizations, and residents. He is one of three deputy directors in the Office of Neighborhood Services, a new expansion of the team to ensure that all neighborhoods are receiving the support they need.


“As a former Charlestown neighborhood liaison, I am thrilled to be back to my ONS roots and continuing to serve the City of Boston,” said Office of Neighborhood Services Deputy Director Chris Breen. “I am excited to be a mentor to the liaisons and share my expertise in the role.”

Cecily Graham’s connection to Boston is deeply ingrained in both her personal and professional journey. A Boston native and product of Boston Public Schools, she holds a bachelor’s degree from the University of Massachusetts Amherst and is currently pursuing a Master’s in Public Administration. She grew up and currently resides in the vibrant neighborhood of Hyde Park. 


“Cecily’s background in public policy, research, and community organization makes her ideal to lead in her role as the Hyde Park liaison,” said Community Engagement Cabinet Chief Brianna Millor. “Neighborhood Services is grateful to have such a committed community leader to help address Hyde Park residents' concerns. I am confident that Cecily will foster positive change.”


She has served as a former Director of Policy and Research in the Boston City Council, driven by a fervor for shaping effective policies. Simultaneously, her experience as an educator at Pine Hill Elementary School and Chickering Elementary of Dover-Sherborn Public Schools, with a focus on elementary and civic education as a Course Facilitator at Marcus Anthony Hall Educational Institute, adds depth to her professional profile.

New Capital Funding Program Supports Decarbonization at Public Colleges and Universities 

Boston, MA — The Healey-Driscoll Administration is launching a $50 million funding program to help meet the state’s goal of achieving net zero emissions by 2050 by renewing facilities, systems, and infrastructure on Massachusetts’s public higher education campuses. Under this program, the Administration is allocating $50 million within the five University of Massachusetts (UMass) campuses, nine state universities, and 15 community colleges to fund projects that advance state decarbonization efforts, address deferred maintenance, and increase climate resilience.  

“This investment in the Massachusetts public higher education system will benefit generations of students to come,” said Secretary of Administration & Finance Matthew J. Gorzkowicz. “We are grateful for the legislature’s partnership in maximizing the benefits we can provide to the Massachusetts education system by utilizing the new Fair Share revenue.”    

“This new funding program bolsters the Commonwealth’s ongoing, strategic efforts to decarbonize state assets,” said Division of Capital Asset Management & Maintenance (DCAMM) Commissioner Adam Baacke. “We look forward to collaborating with the Commonwealth’s colleges and universities to deliver tangible improvements on every campus while ensuring that our higher education system as a whole is resilient and equipped for the future.”  

“Investing in the infrastructure of our public higher education system is critical as we continue to expand access and affordability for students across Massachusetts,” said Secretary of Education Dr. Patrick Tutwiler. “As part of the Healey-Driscoll administration’s whole of government approach to clean climate, I’m glad these capital investments in our institutions of higher learning appropriately prioritize energy savings and decarbonization. Forward-looking investments like these will advance the climate resiliency of our public universities and colleges, allowing them to serve future generations of Massachusetts learners.”  

“These investments will allow our colleges and universities to advance their goals of greater carbon efficiency, a priority shared by campus leaders, faculty, staff and students,” said Commissioner of Higher Education Noe Ortega. “These funds will bring needed support to campuses’ ongoing sustainability efforts, resulting in lasting benefits for these public institutions, students and our Commonwealth.” 

“These smart investments will pay dividends—in energy savings and building performance, resilience to more disruptive impacts of climate change, and healthier learning environments,” said Climate Chief Melissa Hoffer. “And importantly, with A&F’s and DCAMM’s leadership, we are demonstrating to our students, the leaders of tomorrow, that we can do this, our clean energy future is within reach, and we are one hundred percent committed to taking the steps necessary to use energy wisely and phase out reliance on harmful fossil fuels to protect their future and the futures of generations to come.” 

The Fiscal Year 2024 budget signed by Governor Maura Healey in August 2023 established this funding program as part of a blueprint to utilize new revenue generated from the Fair Share income surtax.  

The Commonwealth’s public higher education system serves over 235,000 students and generates two-thirds of the carbon emissions in the DCAMM portfolio. Consequently, this is an important focus of reduction efforts. Under the program announced today, funding will be distributed among the UMass, state university, and community college segments based on square footage, which corresponds to rate of carbon emissions—with approximately $26.5 million for the UMass system, approximately $11.6 million for state universities, and approximately $11.9 million for community colleges.  

In collaboration with the Executive Office of Education, the Department of Higher Education, and DCAMM, institutions will identify, plan, and complete projects that utilize this funding by June 30, 2025. Examples of projects eligible for this program include: 

 

  • Energy efficiency projects that lessen the consumption of onsite fossil fuels 
  • Electrification--including but not limited to installing heat pumps or heat pump hot water heaters, EV charging, and onsite renewables
  • Building envelope repairs--including but not limited to window replacements, door replacements, insulation, and weatherization
  • Tree planting and the creation of carbon sinks
  • Projects that encourage walking/biking in lieu of vehicular trips
  • Programmatic projects that result in more efficient space use

               (Boston Orange 周菊子麻州報導) 新英格蘭大波士頓台灣商會(TCCNE) 1216日在麻州牛頓市珠媽廚房舉行第20屆尾牙,包括多個應邀出席的協會首長,當晚有七、八十人歡聚一堂,恭喜現任會長王志維、副會長蔡高進及歐怡君連任,笑聽尾牙創辦人蔡坤喜醫師簡述歷史。

              新英格蘭大波士頓台灣商會是在1996年,由時任波士頓經文處商務組組長,後曾任中油董事長的林聖忠所推動創辦的商會組織。蔡坤喜說,2003年他接任會長時,認為尾牙是台灣企業界很好的風俗,應該照搬過境,這才開始了TCCNE的尾牙傳統,如今已是第20屆。

              現為TCCNE榮譽會長的蔡坤喜表示,TCCNE如今已是僑界的一個重要社團,也是臺美經濟之間的重要橋梁。基於關懷家鄉,服務社區宗旨,在臺灣發生921大地震,台南、花蓮地震,高雄氣爆等災難事件時,新英格蘭台商會都慷慨解囊,踴躍馳援。

              蔡坤喜憶述2003年亞洲發生SARS疫情時,他和3M接洽,得以在全球匱乏醫療用口罩之際,用最低價格買得17000多個3M口罩寄回了台灣,讓TCCNE成為全球第一個捐贈愛心口罩給臺灣的商會。僑委會因此特地頒獎表揚。成就了他人生中最懷念的一段經歷。蔡坤喜還細數TCCNE積極融入美國主流社會,服務地方社區,在美國發生卡翠納颶風,夏威夷火災等災難時,TCCNE都踴躍捐輸,雪中送炭。

                        蔡坤喜醫師還說了好幾段讓人爆笑的勸語,他勸年輕人,人生短促如滄海一粟,切莫虛度,勸中年人,金錢非生命全部,不是你的留也留不住。老年人要期盼取個好媳婦,以免走投無路,任子孫擺布。

                         王志維表示,新英格蘭台商會在未來的2年中,將持續探討新方法,招募更多年輕生力軍來為會員、社區服務。當晚他就為4名東北大學學生提供機會,現場徵求實習、工作機會。麻州聘僱 (MassHire)的一名代表當晚也應商會理事邀請出席,敦請商會善用該機構提供的資金及人力轉介等資源。

1300萬元公共衛生與安全補助款 波士頓市議會議長Ed Flynn有話要說

President Flynn’s Statement on the $13 Million Public Health & Safety Grant to Office of Emergency Management

This morning, I had the opportunity to visit the City of Boston Office of Emergency Management (OEM) with Mayor Wu and the director of this office, Chief Shumean Benford. We discussed the critical role OEM plays not only in Boston, but throughout the Commonwealth of Massachusetts. Cities and towns rely on Boston, as the capital city, to support them in leading emergency management services, training, coordination and act as the fiscal steward of state and federal funding.


I have also spoken with senior City of Boston public safety officials about this important funding. This $13 million Urban Area Security Initiative grant provided to Mayor Wu’s Office of Emergency Management by President Biden and Governor Healey’s administrations is used to prevent, respond to, and recover from threats of acts of terrorism, not only for the City of Boston, but also for surrounding cities in the region. Ensuring the public’s health and safety is the most critical issue that impacts any city, and it is important that our city and region have the necessary resources and personnel to keep our residents and visitors safe.


I voted in favor of this grant, and I’m deeply disappointed that my City Council colleagues failed to provide the leadership necessary to protect our city and many cities and towns throughout Greater Boston.  As the President of the City Council, I am now asking Mayor Wu to resubmit the necessary paperwork next week to the City Council for a formal vote to accept this funding. If city officials fail to exercise that option, I will call for an emergency City Council meeting for next week to discuss our options and to encourage my colleagues to vote to support this funding. The status quo is not an option.


We must put politics aside, and focus on the safety of our residents as a top priority.  As a member of the U.S Navy, I have studied anti-terrorism issues in different regions across the globe. I understand how dangerous the world is and that Boston is not immune from a terrorist attack. As the launching site for the 9/11 terrorist attacks and the site of the 2013 Boston Marathon bombings, the people of Boston know all too well what’s at stake. Delaying or blocking this funding any further only puts our people at higher risk, and that is something that our City and Commonwealth cannot afford.

  Governor Healey Nominates Jennifer Currie for Juvenile Court   

BOSTON – Governor Maura T. Healey today nominated Jennifer Currie for Massachusetts Juvenile Court. Her nomination will now be considered by the Governor’s Council for confirmation.  


“I’m excited to nominate Attorney Currie to our Juvenile Court,” said Governor Healey. “She is deeply committed to her work and has significant experience supporting both children, families and attorneys involved with the Juvenile Court and the Department of Children and Families in Worcester County, which will serve her well in this new position on the Juvenile Court. We look forward to hearing from the Governor’s Council as they consider these nominations.” 


“Throughout her career, Attorney Currie has proven herself to be a compassionate attorney who understands the ins and outs of the Juvenile Court and how to best support all parties involved,” said Lieutenant Governor Kim Driscoll. “We are proud to nominate her and grateful for the work of the Governor’s Council as they review her candidacy.”  


Jennifer Currie currently represents clients in criminal, care and protection, and personal injury matters in Juvenile, District and Superior Court at Ricciardi & Ricciardi, located in Worcester, Massachusetts, where she has worked since 2007. She has dedicated much of her practice to representing indigent children of Worcester County.  Her work has included representing parties in Department of Children and Families Fair Hearings and investigations. Additionally, she has worked with the Committee for Public Counsel Services since 2008, including serving as the Worcester Juvenile Court Supervising Attorney for the past four years. Her work has been focused on representing children and parents in Juvenile Court proceedings. She volunteers each year with the Fill the Treehouse event to support children and families battling childhood cancers, has served as the Community Service Chair of the Harvard Family Association Board and has volunteered with the Town of Harvard’s Athletic programs. Attorney Currie has a B.A. from Providence College and a J.D. from Suffolk University School of Law, and she lives in Harvard, Massachusetts with her husband and two children. 


The mission of the Juvenile Court is to protect children from abuse and neglect, to promote opportunities for children to reside in safe, stable, permanent family environments, to strengthen families, to rehabilitate juveniles, and to protect the public from delinquent and criminal behavior. The Juvenile Court Department has jurisdiction over civil and criminal matters including delinquencies, youthful offender cases, care and protection matters and children requiring assistance cases. It has 42 judges, including the Chief Justice, sitting in over 40 courthouses. 


Governor Healey previously nominated Audrey Murillo and Fabiola White to the Juvenile Court.

               (Boston Orange 周菊子波士頓報導) 紐英崙中華專業人員協會 (NEACP) 1216日換屆,在波士頓僑教中心主任潘昭榮見證的隆重中,歡迎新任的董事長游子揚,會長盧彥君,歡送卸任的周萬欽、林致中,期待來年加強和會員、本地居民,以及學生團體的接觸、互動。

              中華民國早年辦有「國家建設研討會」,每年從海外邀請各界專業人士回臺灣開會,交流經驗、分享知識,為建設國家提建議。1978年時,曾經應邀返台參加這會議,住在大波士頓的學者、教授、專家們,組織成立了NEACP,自行在本地做更深入交流。

              其後隨著時日延展,國建會已不復存在,NEACP也開放讓更多有心人加入,從各方面為國家、社區做貢獻。

              過去這2年來,在卸任董事長,康州保險局總經算師(chief actuary周萬欽,以及卸任會長,原為麻省總醫院 (MGH)博士後,11月應聘成為MGH講師 (Instructor) 的林致中,和一群年輕幹部合作無間,包括探望螢火蟲,欣賞哈佛建築,露營車行腳,自媒體經營,另類金融投資等一系列 活動,加上董事譚嘉陵憑藉著她個人和波士頓美術博物館 (MFA) 的私人關係,得以安排策展負責人親自出馬導覽的參觀活動,對聯才子袁尚賢主持,每年一度的元宵節猜燈謎聚會,中華專協的活動都精彩的讓社區期待。

              為了促進大波士頓台灣人社團交流,林致中過去數個月來,還每月製作一張大波士頓地區社團活動預告海報,貼在臉書上和人分享。11月他喜獲新職時,一群年輕人特地印製了一張海報,推選他為「里長伯」。

              1216日的新舊任幹部交接,活動簡單、隆重。出席董事、理事們推選出麻州大學羅爾分校土木及環境工程教授游子揚為新任董事長,ModeX Therapeutics資深科學家盧彥君為新任會長,由波士頓僑教中心主任潘昭榮代表僑委會送上謝函、賀函後,討論了來年會務方向及工作重點。
