Eight Indicted in Money Laundering Ring

Two defendants owned Chinatown restaurant; over $250,000 in drug proceeds hidden with frozen meat products seized during investigation

BOSTON – Eight individuals have been indicted by a federal grand jury in Boston for their alleged roles in elaborate money laundering and money transmitting conspiracies that laundered tens of millions of dollars’ worth of drug trafficking proceeds, as well as a trade-based scheme that used stolen and/or fraudulent gift cards to purchase and ship thousands of Apple products internationally.

The following defendants were indicted on conspiracy to commit money laundering and unlicensed money transmitting:

  1. Shi Rong Zhang, 48, of Windham, N.H.;
  2. Qiu Mei Zeng, 47, of Quincy;
  3. Vincent Feng, 32, of Quincy;
  4. Da Zeng, 30, of Massachusetts;
  5. Wei Qing Zeng, 58, of Quincy;
  6. Xian Rong Zeng, 45, of Hanover; and
  7. Qiu Fang Zeng, 59, of Windham, N.H.

Chengzou Liu, 36, of Braintree, was also indicted on conspiracy to commit money laundering as well as possession with intent to distribute marijuana.

“These defendants are alleged to have moved tens of millions of dollars in illicit proceeds as part of sophisticated money laundering and transmitting schemes operating out of seemingly lawful businesses that serve Massachusetts residents,” said United States Attorney Rachael S. Rollins. “Without money, there is no drug trade. Laundering drug profits is fundamental to drug trafficking activity. By eliminating the means by which drug suppliers clean their illicit proceeds, we cut off the life blood of their operations: money. In doing so, we help significantly limit the flow of drugs trafficked in our communities. We need to do everything possible to make the Commonwealth safer and combat the drug crisis. This indictment should serve as a serious warning to both drug traffickers and business operators who engage in illicit money laundering: your conduct is criminal, and you will be prosecuted under federal law.”

"Drug trafficking and money laundering go hand in hand, and this crew is accused of using their family-owned restaurant in Chinatown as a front for an elaborate, international money laundering scheme and money transmitting business in which they conducted tens of millions of dollars in off the books transactions to circumvent our country’s laws, and hide the source of their income," said Joseph R. Bonavolonta, Special Agent in Charge of the FBI Boston Division. “Operation Good Fortune is just one example of how the FBI and our law enforcement partners work together to dismantle large-scale criminal enterprises."

According to the charging documents, Qiu Mei Zeng and her former husband, Zhang, co-own China Gourmet, a restaurant in Boston’s Chinatown neighborhood. Zhang is also a registered owner of Wonderful Electronics, an electronics and restaurant supply business based in Hanover. It is alleged that the defendants used these businesses to run a large-scale money laundering and money transmitting operation that involved the laundering of drug proceeds and proceeds from stolen and/or fraudulent gift cards.

During a months-long wiretap investigation, Liu was identified as a marijuana trafficker who laundered his drug proceeds through Qiu Mei Zeng and Zhang’s businesses. It is alleged that Liu regularly delivered large amounts of bulk drug proceeds, typically in amounts greater than $30,000, to China Gourmet, and to Qiu Mei Zeng, who then laundered the money via electronic transfers. Additionally, in March 2022, investigators allegedly seized over $250,000 of suspected marijuana proceeds being transported by Wei Qing Zeng from New York to China Gourmet in Boston. The cash was found inside Wei Qing Zeng’s vehicle, hidden under packaged frozen meat products as it was en route to be delivered to China Gourmet.

To conduct the scheme, Qiu Mei Zeng and Zhang allegedly worked with their co-conspirators – including family members Wei Qing Zeng, Xian Rong Zeng and Qiu Fang Zeng – to launder hundreds of thousands of dollars’ worth of drug proceeds in exchange for Chinese Renminbi. Specifically, it is alleged that the defendants would accept drug proceeds in Boston and New York for a fee, transfer the equivalent value of Chinese Renminbi to drug traffickers’ bank accounts and “sell” the drug proceeds to individuals in the United States at a discounted exchange rate. Through these off-the-books transactions, the defendants conspired to avoid United States reporting requirements, as well as China’s capital flight limits, and to hide the nature and source of the illicit funds being transferred.

It is further alleged that Zhang, Qiu Mei Zeng, Da Zeng, Feng and other defendants worked together on a sophisticated trade-based money laundering scheme in which they used stolen and/or fraudulent gift cards to purchase thousands of Apple products, which they then shipped internationally to locations, including Dubai, in exchange for tens of millions of dollars in wire transfers.

The charge of conspiracy to commit money laundering provides for a sentence of up to 20 years in prison, up to three years of supervised release and a fine of up to $250,000 or twice the value of the property involved, whichever is greater. The charge of unlicensed money transmitting provides for a sentence of up to five years in prison, up to three years of supervised release and a fine of up to $250,000. The charge of possession with intent to distribute marijuana provides for a sentence of up to 20 years in prison, at least three years and up to a lifetime of supervised release and a fine of $1 million. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

U.S. Attorney Rollins; FBI SAC Bonavolonta; Brian D. Boyle, Special Agent in Charge of the Drug Enforcement Administration, New England Field Division; Joleen D. Simpson, Special Agent in Charge of the Internal Revenue Service’s Criminal Investigation in Boston; Colonel Christopher Mason, Superintendent of the Massachusetts State Police; Boston Police Acting Commissioner Gregory Long; Braintree Police Chief Mark W. Dubois; and Quincy Police Chief Paul Keenan made the announcement today. Valuable assistance in the investigation was provided by the United States Postal Inspection Service. Assistant U.S. Attorney Lauren A. Graber of Rollins’ Criminal Division is prosecuting the case.

This investigation, dubbed Operation Good Fortune, is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach. Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

The details contained in the charging documents are allegations. The defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Governor Baker Signs Legislation Further Protecting Access to Reproductive Health Care Services

 Governor Baker Signs Legislation Further Protecting Access to Reproductive Health Care Services

BOSTON – Governor Charlie Baker today signed legislation to further protect access to reproductive health care services in Massachusetts following the Supreme Court’s decision overturning Roe v. Wade. The legislation codifies several measures that were first included in an Executive Order issued by Governor Baker in the hours following the Supreme Court’s decision last month. The law also adopts several new or expanded measures to protect access to reproductive health services in the Commonwealth.  All the protections in the bill apply equally to reproductive and gender-affirming health care services provided or accessed in the Commonwealth.

“Massachusetts remains steadfast in its commitment to protect access to reproductive health care services, especially in the aftermath of the Supreme Court’s decision overturning Roe v. Wade,” said Governor Charlie Baker. “The Court’s decision has major consequences for women across the country who live in states with limited access to these services, and our administration took quick action in the hours following that decision by issuing an Executive Order to protect access here in the Commonwealth. This new legislation signed today builds on that action by protecting patients and providers from legal interference from more restrictive laws in other states. We are grateful for the compromise and dedication to the issue that our legislative colleagues demonstrated to make this important, bipartisan law a reality.”

“In the aftermath of the Supreme Court’s decision overturning Roe v. Wade, it’s critical that we in Massachusetts affirm that our state will continue to ensure access to reproductive health care services,” said Lt. Governor Karyn Polito. “The new protections in this law build on the steps our administration took last month and our shared bipartisan work to protect access to these services. We appreciate the opportunity to work with the Legislature to provide these important safeguards.”

“Like so many others, I was devastated by this extremist Supreme Court’s decision to overturn the rights enshrined in Roe v. Wade. I am very proud that, with the signing of this legislation, Massachusetts will continue to be a national leader in protecting and defending the rights of our residents and of those people who come here seeking access to health care," said Senate President Karen E. Spilka. "Pregnant people, trans people, and all people must be allowed to make their own health care decisions in consultation with their physician without fear. Our fight to protect the rights and dignity of our residents cannot end today, however, and so the Senate will continue to explore ways to uphold our fundamental rights. I am grateful to my colleagues in the Senate who stood together to act quickly and decisively on this issue, to Speaker Mariano and the House of Representatives, and to Governor Baker for his quick action as well."

“In the aftermath of the Supreme Court’s decision to ignore nearly 50 years of judicial precedent and overturn Roe v. Wade, and as states across the country move to restrict access to abortion, I’m incredibly proud of the fact that elected officials in Massachusetts have acted to ensure that the Commonwealth can serve as a safe haven for women seeking reproductive health care services, and for providers whose licenses could be at risk because of laws passed in other states,” said House Speaker Ronald J. Mariano (D-Quincy). “The protections that are codified into law with this legislation, which will help to ensure that no woman will ever be forced to leave Massachusetts to access reproductive health care services because of devastating medical news during the later stages of their pregnancy, have never been more important. I want to thank all my colleagues in the House, as well as our partners in the Senate and in the Administration, for their commitment to protecting a woman’s right to choose, and for the hard work and cooperation that ultimately facilitated the passage of this legislation.”

The new law protects patients and providers from legal interference when they are engaged in accessing or providing reproductive and gender affirming health care services that are legally protected in Massachusetts. The law also codifies several protections that Governor Baker put in place by Executive Order last month to prohibit the Commonwealth from assisting with other states’ investigations or legal proceedings regarding health care services that may be restricted in other states. The law also includes requirements for insurers to cover reproductive health care services, provisions addressing abortions performed at 24 weeks or later and measures that expand access to contraception across the Commonwealth.

Michael Walsh

Dean Tran

 Massachusetts Public Health Officials Confirm

36 New Monkeypox Cases

JYNNEOS vaccine providers in the Commonwealth

continue to expand

BOSTON (July 28, 2022) – The Massachusetts Department of Public Health (DPH) today announced 36 additional cases of monkeypox in adult males within the past seven days, bringing the total number of monkeypox cases in the Commonwealth to 115 residents since the state’s first case was announced May 18. DPH provides public updates on monkeypox in Massachusetts on a weekly basis each Thursday.

The 36 cases announced today had their diagnoses between July 21 and July 27. DPH is working with local health officials, the patients, and healthcare providers to identify individuals who may have been in contact with the patients while they were infectious. Individuals with monkeypox are advised to isolate and avoid contact with others until they are no longer infectious.

The number of health care providers and locations offering vaccination across the state has expanded to 13 as federal allocation of the vaccine has been increased. The list of health care provider sites is updated on a rolling basis on the Commonwealth’s monkeypox vaccine website. As of July 27, 4,303 doses of JYNNEOS vaccine have been administered in the Commonwealth.

Due to extremely limited national availability of vaccine, the JYNNEOS vaccine in Massachusetts still remains limited at this time. Vaccination is available to individuals who meet the CDC’s eligibility criteria and who live or work in Massachusetts. Vaccine is prioritized for individuals at greatest risk of exposure to someone with monkeypox.  If an individual believes they qualify for a monkeypox vaccine, they should contact their healthcare provider or one of the state’s provider locations. JYNNEOS vaccine allocation data by jurisdiction is now updated on a weekly basis each Wednesday on the U.S. Department of Health and Human Services (HHS) website: JYNNEOS Monkeypox Vaccine Distribution by Jurisdiction (hhs.gov).

Current data from CDC indicate that there have been 4,639 cases of monkeypox virus this year in US residents as of July 27. Regularly updated case counts can be obtained on the CDC’s website: 2022 U.S. Map and Case Count. There have been no deaths reported in the US related to this outbreak and patients generally recover fully in 2-4 weeks. Gay and bisexual men and other men who have sex with men continue to make up a large proportion of the cases identified to date. However, the risk is not limited to the LGBTQ+ community, and anyone who has been in close contact with someone who has monkeypox is at risk. The World Health Organization (WHO) on July 23 declared the global monkeypox outbreak a Public Health Emergency of International Concern.

While the virus does not spread easily between people, individuals can spread the infection once they develop symptoms. Transmission occurs through direct contact with body fluids and monkeypox sores, by touching items that have been contaminated with fluids or sores (clothing, bedding, etc.), or less commonly, through respiratory droplets following prolonged face-to-face contact. In many of the recent cases, the locations of the rash lesions suggest transmission during sexual contact. Examples where monkeypox can spread and where it does not:

  • Monkeypox can spread through:
    • Direct skin-to-skin contact with rash lesions. Sexual/intimate contact, including kissing while a person is infected.
    • Living in a house and sharing a bed with someone. Sharing towels or unwashed clothing.
    • Respiratory secretions through face-to-face interactions (the type that mainly happen when living with someone or caring for someone who has monkeypox)
  • Monkeypox does not spread through:
    • Casual conversations. Walking by someone with monkeypox in a grocery store, for instance. Touching items like doorknobs.

Clinicians are asked to be alert to the possibility of monkeypox virus infection in individuals who have rash illnesses consistent with monkeypox. Early symptoms of monkeypox can include fever, headache, sore throat, and swollen lymph nodes, but rash may be the first symptom. Rash lesions start flat, become raised, fill with clear fluid (vesicles), and then become pustules (filled with pus). A person with monkeypox can have many lesions or only a few. Learn more about how to recognize monkeypox.

Actions for people to consider if they want to reduce their risk from monkeypox include:

  • Avoiding large gatherings like raves and dance parties where you may have lots of close body contact with others
  • Asking any partner, especially new partners whose health status and recent travel history you are not familiar with, if they have any symptoms of monkeypox
  • Staying informed by reading information available on the DPH and CDC websites.

As the CDC advises, if you believe you may have monkeypox, you should contact your health care provider. If you need to leave your home, wear a mask, and cover your rash or lesions when around others. Those who live with or care for someone who may have monkeypox should wear a mask and disposable gloves if they need to have any direct contact with lesions and when handling any clothes or bedding if the person cannot do it themselves. They should also wash their hands regularly, especially after contact with the person who is infected or with their clothes, bed sheets, towels, and other items or surfaces they may have touched.

Clinicians should consult with DPH at 617-983-6800 to determine if testing is indicated. Consultation is required before submitting specimens.
