波士頓市長錄視頻賀亞美傳統月 籲舉報歧視

                        (Boston Orange周菊子波士頓報導) 波士頓市長馬丁華殊(Martin J. Walsh)(27)日第3度召開移民社區記者會,直言聽到新型冠狀病毒流行到美國怪亞裔等言論,都很煩(it bothers me),認為那樣的說法不符合美國人價值觀,請遭遇這種歧視言行的人和市政府聯絡。

                  五月是美國的亞美傳統月,波士頓市長馬丁華殊在526日特地錄製了一段長約2分鐘半的視頻,向亞裔致意,稱許亞裔對波士頓市茁壯的貢獻。
會議以zoom舉行。
                 波士頓市移民進步辦公室今日早上舉行由該辦公室主任Yusufi Vali主持的族裔記者會,馬丁華殊也再次提及反亞裔(anti-Asian)”議題,直言許多新聞媒體已經在報導這一情況。
             馬丁華殊表示,在疫情期間,有二件事讓人不開心,一是在退伍軍人紀念日期間,有一群人故意破壞波多黎各退伍軍人紀念碑,一是有人攻擊亞裔,把美國發生新型冠狀病毒怪到亞裔頭上。每次他聽到這樣的說法,都覺得很煩,因為那不符合美國人的價值觀。他認為人們看到這樣的事情就該說出來。

              在回答本刊記者的提問時,他坦言並沒有人直接告訴過他有這樣的遭遇,但是轄區包括華埠的波士頓市議員愛德華費林(Ed Flynn)一直都在關注這情況,也和他談過這事。他覺得這樣的事情根本就不應該發生,至於亞裔社區遇到這樣的事該怎麼處理,他認為無論是在甚麼時候,亞裔遭遇了任何形式的歧視,或威脅,都應該和市府聯絡,市政府會嚴肅處理每一宗抱怨案,他也建議亞裔向市府的移民進步辦公室,或是向A-1區警長梅志強(Ken Fong)舉報。

             根據愛德華費林辦公室,波士頓市議員愛德華費林和波士頓市不分區市議員吳弭(Michelle Wu)4月底時曾聯名提出議案,支持眾議院譴責和COVID-19相關的所有形式反亞裔情緒(Condemning all forms of Anti-Asian sentiment as related to COVID-19)”H. RES 908議案。
             大波士頓的亞裔社區,包括麻州亞美局(AAC),華人前進會,亞美社區發展中心(ACDC),摩頓市亞裔聯盟等都分別辦過我不是病毒(I’m not virus)”等等的座談,網上集會活動,表達對社會中出現把亞裔當成代罪羔羊,以言語、暴力攻擊亞裔的不滿。
在會議中,波士頓經濟發展辦公室說明為小企業提供的各項服務。
             波士頓環球報也刊出過林書豪討論在新型冠狀病毒流行期間的反亞裔種族歧視,在醫院醫治新型冠狀病毒的亞裔醫生,護士,感嘆在病房救人,在街頭被罵。

             兩名在哈佛大學研讀的國際學生,來自韓國的Boram Lee,以及Ja Young Choi,特地製作了一個他們稱之為 新型冠狀病毒種族侵略(COVID-19 Racial Aggression)”,採集結資源(crowdsourced)方式做的谷歌地圖(http://www.iamnotavirus.net) ,截至518日共收集了129宗舉報事件。
             麻州亞美局(AAC)也在官網上闢出專頁,收集歧視,仇恨亞裔事件案例(http://www.aacommission.org/report-a-hate-incident/),並提供求助資源(http://www.aacommission.org/anti-asian-hate-resources/)
             在今日的會議中,波士頓市長馬丁華殊在開場發言中先匯報波士頓市26日新型冠狀病毒大流行迄今,累計622人死亡,僅新增4人,疫情逐漸紓緩,但市府對各行各業的重新開張,仍以安全為重,持謹慎態度。波士頓市經濟發展長John Barros強調,市府已為小企業把相關文件翻譯成16種語言,市府也還在持續舉辦工作坊,為小企業提供在新型冠狀病毒期間申請政府補助,解釋政府防疫法令,指導實施安全措施等等的工作坊。相關資料可在網上查到: www.boston.gov/covid19-business,工作坊也在臉書上直播。
             527日,波士頓市的疫情數據是確診新增67人,累計12,588人,痊癒新增170人,累計6,189人,死亡新增5人,累計627人。麻州的累計數據依序為,確診94,220人,死亡6,547。美國的累計數據依序為確診1,698,581,死亡100,276

BOSTON – The safety manager of a charter bus company operating in Massachusetts was sentenced today for bribing a federal safety investigator in order to influence the safety review of the passenger buses.
Yat Kuen Chan, a/k/a “Andy,” 41, of Quincy, was sentenced by U.S. Senior District Court Judge George A. O’Toole Jr. to two years of probation with the first eight months to be served in home detention. In October 2019, Chan and co-defendant Le Wen Wu pleaded guilty to one count conspiracy to pay an unlawful gratuity and to bribe a public official, one count of unlawful gratuities to a public official and one count of bribery of a public official. Chan was charged in September 2018. Wu is scheduled to be sentenced on Sept. 14, 2020.    
L&W Travel Inc. was a passenger bus charter company purportedly located on Cambridge Street in Boston. Chan acted as the safety manager and Wu was the owner, president, treasurer, secretary, vice president and director of L&W. In January 2018, L&W applied to register as a charter bus company with the Federal Motor Carrier Safety Administration (FMCSA), which establishes and enforces safe operating requirements for motor carriers, including mandatory safety audits within the first year of operation.  
On multiple occasions in July and August 2018, during a safety audit of L&W, Chan and Wu gave a total of $2,800 in cash to an FMCSA safety investigator to influence the investigator’s compliance review and safety audit of L&W. For example, on Aug. 1, 2018 Chan gave the investigator $600 so that the investigator would not place an L&W bus immediately out of service based on two significant safety violations – inadequate brakes and a defective emergency exit door – but rather, would allow L&W to fix the brakes in Massachusetts and drive the bus to New Jersey for repair of the door. 
United States Attorney Andrew E. Lelling; Douglas Shoemaker, Special Agent in Charge of the U.S. Department of Transportation’s Office of Inspector General; and Joseph R. Bonavolonta, Special Agent in Charge of the Federal Bureau of Investigation, Boston Field Division made the announcement today. Assistant U.S. Attorney Kristina Barclay of Lelling’s Public Corruption and Special Prosecutions Unit is prosecuting the case.

WOBURN -- The Massachusetts Republican State Committee, along with hundreds of members of the Massachusetts Republican Party, is urging Gov. Charlie Baker to unequivocally resist calls from the Democrats to reverse course and put the commonwealth’s economy back on lockdown. 

In a letter submitted to the governor, co-signed by hundreds of Massachusetts Republicans, MassGOP Chairman Jim Lyons wrote that the commonwealth’s business owners “realize the importance of maintaining a hygienic environment -- if the public does not trust them and their products, no amount of government intervention will keep them afloat.”

Lyons said Wednesday he’s encouraged by the positive feedback his letter has received. 

“Republicans are working to fight the virus and open the state at the same time,” Lyons said. “We know it can be done safely, and at the same time we know arguably the biggest reason why the Democrats want to keep us locked down. 

“The prolonged stifling of independence and personal responsibility creates a dream scenario for the Democrats -- a world dependent upon the state and an endless expansion of government bureaucracy.”

Added Lyons: 

“The solution is never more government. Americans, especially here in Massachusetts, have been busy fighting the spread of this deadly virus, and are more than capable of continuing to do so while at the same time reopening our economy.”

波市府再撥600萬發無償補助款 5/28日起接受申請

 
  (Boston Orange 編譯)波士頓市長馬丁華殊(Martin J. Walsh)(26)日宣佈,提撥600萬元,分三輪發放無償補助款,支持市內小企業安全、健康的重新開業。528日起接受申請。
         這筆款項將幫助符合資格的小企業,按照政府規定,實施必要的公共安全措施。
         波士頓市政府表示,迄今市府已撥出來自市府,聯邦政府,以及私人企業捐助的1350萬元,來支持受新型冠狀病毒影響的小企業。
          這筆新款項旨在支持員工少於15人,必須在彼此距離接近,甚至需要和顧客實體接觸情況下工作的小企業,包括髮廊,理髮店,零售店,飲食服務業等。專業服務,以及員工可以居家工作的企業不符合申請補助資格。所有申請者都必需在波士頓市內有實體店面。
          今日公佈的新補助款將依照州政府復業指導原則所劃分階段,分三輪發放。
         每一輪將為小企業提供最高2000元,用以安裝復業所需的實施公共安全措施物品,以及購買個人防護用品。
          第一輪的目標企業將是個人服務業,包括理髮店,髮廊。第二輪為零售店,餐館,包括戶外餐飲材料,以及其餘的個人服務業,包括指甲店,日間水療中心,打蠟及雷射服務等。最後一輪將是酒吧,藝術及娛樂場所,健身事業等。
          波士頓市府將從528日下午5點在市府網站(boston.gov/reopen-fund)上提供申請書,並將以滾動方式審批,

上星期,馬丁華殊市長宣佈已經由小企業救濟基金,發出將近400萬元的無償補助款給1100個小企業,其中包括本月稍早前撥發的200萬元。獲得補助的企業代表著因為新型冠狀病毒大遊行,因政策規定必須關門,收入大受打擊的企業,其中受打擊最嚴重的五大行業為餐飲娛樂業,個人護理液,藝術及娛樂業,零售及醫療護理,社交援助等等(居家托兒,家庭服務,個人及家庭照顧助理等。查詢收到補助企業的名單,可上網available here.
          波士頓市府也設立了一個新平台來幫助企業搜尋確保員工及顧客安全所需的個人防護用品,清潔用品等。該網頁根據個別特定行業的恢復營業要求,列有包括BECMA等合作組織,來自麻州政府供應商資料庫的本地個人防護用品,清潔用品供應商清單。
         再企業東主,雇主,員工在不斷演變的COVID-19相關援助場域中週旋時,經濟發展辦公室已設立"聯邦援助指南"財務救濟手冊,以及常見問答文件。這些文件都不斷更新。小企業電話會議將持續每周二下午三點舉行,和小企業溝通政策更新,回答問題,介紹相關政府部門,排除來自週,聯邦政府及私人企業可用資金的生態系統障礙。

MAYOR WALSH ANNOUNCES $6 MILLION IN NEW GRANT FUNDING TO SUPPORT THE SAFE AND HEALTHY REOPENING OF SMALL BUSINESSES

City has provided over $13.5 million in funding to support small businesses impacted by COVID-19


BOSTON - Tuesday, May 26, 2020 - Mayor Martin J. Walsh today announced $6 million in new debt-free grants to support the safe and healthy reopening of small businesses in Boston, continuing the City of Boston's commitment to provide rapid, equitable, and transparent relief to small businesses impacted by the COVID-19 pandemic. The funding will help qualified small businesses implement the necessary public health measures required to reopen safely.  In total, the City of Boston has provided over $13.5 million in City, federal, and private funding to support small businesses impacted by COVID-19. 

"When our small businesses are ready and able to open, we want our business owners and workers to have access to the appropriate resources to stay safe," said Mayor Walsh. "These additional grants will help level the playing field for Boston's small businesses and support both our public health and economic equity priorities."

This new funding is aimed at supporting small businesses with under 15 employees and with a majority of employees who are required to work in close proximity to each other and may need to physically engage with their clients and customers. This includes, but is not limited to, personal care businesses including salons, barber shops, retail, and food services. Professional Services, and businesses whose employees can work from home will not be eligible for the funding. All applicants for the funding must have a brick and mortar location within the City of Boston. 

The new grants announced today will be released in three rounds, coinciding closely with the phases laid out in the state's reopening guidance.

Each of the three rounds will provide grants up to $2,000 for small businesses to install the required materials to implement public health measures and procure personal protective equipment (PPE) supplies to reopen. The targeted businesses in the first round will be focused on personal services including barber shops and hair salons. The second round will target retail, restaurants, including outdoor dining materials, and remaining personal services including nail salons, day spas, waxing, and laser services. The final round will include bars, arts and entertainment venues, and fitness businesses. 

Applications will open on Thursday, May 28 at 5 p.m., will be reviewed and approved on a rolling basis, and will be available at  boston.gov/reopen-fund

While some businesses are allowed to reopen beginning on Monday, May 25 as part of the state's phased reopening plan, the City of Boston is urging businesses to only reopen with caution if they feel it is safe to do so. The City of Boston is also holding a series technical assistance workshops for small businesses to address challenges around reopening. The Mayor's Office of Economic Development, in partnership with the Boston Licensing Board, the Public Works Department, Boston Transportation Department, the Inspectional Services Department, the Mayor's Office of Neighborhood Services, and the Boston Main Streets program, will discuss reopening guidelines, PPE and cleaning supply needs, as well as updated City policies to support businesses reopen safely.

Last week, Mayor Walsh announced that nearly $4 million in debt-free grants have been distributed to over 1,100 small businesses in every neighborhood across the City of Boston through the Small Business Relief Fund, including the $2 million distributed to businesses earlier this month. The businesses receiving grants represent industries most-impacted by closures, policies, or general loss of revenues due to the COVID-19 pandemic throughout every neighborhood in Boston. Of the nearly $4 million that has been distributed, the top five industries funded represent small businesses in the most-affected industries, including hospitality, personal care, arts and recreation, retail, and healthcare and social assistance (home childcare, family services, personal and home care aide, etc). The City of Boston has also created a new platform to help businesses source the personal protective equipment (PPE) and cleaning supplies they will be required to have available in order to ensure the safety of employees and customers as industries begin to reopen. Along with industry-specific reopening requirements, the page includes a list of self-identified, local suppliers of PPE and cleaning supplies, information on the Commonwealth of Massachusetts' vendor database, and partner organizations, including BECMA, helping to connect businesses with vendors.

As business owners, employers, and employees navigate an evolving COVID-19-related assistance landscape, the Economic Development Office has created a Federal Assistance GuideFinancial Relief Handbook and FAQ document, all of which are continuously updated. Small Business conference calls will continue every Tuesday at 3pm to communicate policy updates, answer questions, feature relevant City of Boston departments, and troubleshoot the ecosystem of funding available from the state, federal, and private industry. 

The City of Boston has created a number of useful guides and resources for small businesses impacted by COVID-19. The Open Businesses in Boston and Support Boston Restaurants platforms have helped businesses to publicly share that they are open and direct residents into supporting local establishments.                   (Boston Orange) 紐英崙中華資訊網路協會(NECINA)抗疫行,前後兩次,共斥資42,670元,送出1438件罩袍,2560個口罩, 400份午餐給8個醫護機構,目前仍在以實際行動,支持麻州對抗新型冠狀病毒。
             網協的抗疫行動,由會長高弘,董事王振榕主持大局,由於各種口罩的品質參差不齊,標準不一,搜尋確認太花功夫,許多口罩無法重複使用,為避免浪費資源,網協的經費多半花在購買品質好的罩袍上。

             在五月份的第二波行動中,網協觀察到個人防護用品短缺情況已不再那麼嚴重,於是把重心轉向幫助中小型醫院,減少送給每個醫院的數量,更為紓解醫護人員的精神壓力,決定增加送午餐給醫護人員項目,既讓醫護人員享用午餐,也支持了在疫情期間,備受打擊的餐飲業。

             59日的那個週末,正好是美國大陸鐵路完工151週年,也是公共服務週,美國護士週,全美各地華人組織都以捐贈食物來表達對醫護人員的感恩之心,網協經會長高弘,董事許基康居間聯繫,並和美中生物醫藥協會(CABA)合作,與UCAWeStar聯盟一起行動,分別從風水餐廳,CateCow.com訂了中餐飯盒,送給LHMC,布里吉婦女醫院等機構,提振醫護人員士氣。
             網協表示,新型冠狀病毒疫情,打亂了人們的日常生活,對各行各業都造成很大影響,醫護人員更是懸著自己的性命安全忙翻了,該會全體董事,幹部在這危難時刻,都毫不猶豫地出錢出力,支持抗疫,讓人很欣慰。
             高弘表示,網協除了募捐,支持抗疫之外,照常進行的會務,也全都轉到網路辦理,迄今已陸續為餐館老闆+華人企業救助會舉辦過二場政府補助說明會,五場網協組織,分別討論人工智能,大數據,新能源,醫療器械,生物製藥商業的系列職業講座,邀請到的講者包括已遷居加州的網協前會長洪銘勝13名嘉賓。索取講座記錄,查詢詳情可洽會長高弘,harry.gao@necina.org 。
