加州大学洛杉矶分校华人青年科学家发现太空合声高低双频带的起源

据英文《洛杉矶邮报》报道,加加州大学洛杉矶分校(UCLA)Bortnik 团队的李金星博士近期成功揭示在地球空间里合声波双频带的起源。他们通过研究NASA范阿伦卫星数据,结合电脑模拟,揭示了这个空间物理界研究了50年的问题。这个成果近期发现在《自然·通讯》期刊上。
地球周围的太空并不是真空的,而是充满电离化的粒子——等离子体。太空也不是“寂静”的。电磁场的扰动和不稳定的粒子在太空产生多种多样的电磁波,其声频信号在人耳听觉范围内,早期的科学家就是通过耳朵来聆听它们的声频信号,据此做研究。
地球外辐射在一万至五万公里高处,充满接近光速的高能粒子。这个区域产生一种非常动听的“太空音乐”,叫合声波,因其声音像早晨一群鸟的合唱而得名。合声波可以沿磁场传到地面,因此人们早在有卫星以前就知道它们的存在。在太空时代,卫星可以在太空直接探测合声波。50年前,早期的卫星就发现,太空合声通常有两条频带,高频带与低频带,两带之间有明显的间断。后来,旅行者卫星发现木星与土星上的合声波同样有双带结构。从此,很多科学家探索合声波双带结构的起源。

"Chinatown is one of the many vibrant neighborhoods in Boston, and I encourage all our residents and visitors to support the small businesses that make us a diverse and world-class city," said Mayor Walsh. "Our small businesses are the lifeblood of our communities, and you can help support Chinatown businesses as we celebrate the Lunar New Year." 


The Office of Economic Development will be using the hashtag #LoveBostonChinatown, and encourages users to share photos of themselves in Chinatown supporting small businesses using #LoveBostonChinatown during the Chinese New Year

Chinatown's dense mix of shops, restaurants, and housing in historic buildings creates an ever-bustling neighborhood. There's easy access to Downtown, the Theater District, and Boston's dynamic waterfront. Chinatown's elegant gate across Beach Street marks the eastern entrance to the neighborhood. With its unique water features and bamboo, Chinatown Park forms a place of respite.

"We are delighted to have residents and visitors explore Chinatown's unique restaurants, cultural landmarks, and hidden gems that offer something for everyone. Governor Baker Appoints Bill McNamara as Comptroller

BOSTON — Governor Charlie Baker today announced the appointment, effective February 21, 2020, of Bill McNamara as Comptroller of the Commonwealth, an independent overseer of the Commonwealth’s financial transactions, accountability and service delivery across all branches of state government. McNamara most recently served as Assistant Secretary for the Executive Office for Administration and Finance and has three decades of service in the finance industry.

“Bill has a depth of experience in several senior leadership roles in the public and private sector that qualify him for this important new post to oversee the Commonwealth’s fiscal policies and operations,” said Governor Charlie Baker. “His commitment to transparency and reliable governance will be a great benefit to Massachusetts and I look forward to working with him to ensure continued fiscal accountability and discipline across state government. I’d like to thank Andrew Maylor for his dedicated public service as Comptroller, and wish him well in future endeavors.”

“Bill has strong management capabilities as demonstrated by his leadership roles throughout the private and public sector, as well as a hands-on understanding of the Commonwealth’s fiscal functions and systems,” said Lt. Governor Karyn Polito. “I am confident he will help promote financial responsibility and integrity across state government and I am pleased to have him serving in the Comptroller role.”

In his role as Assistant Secretary for the Executive Office for Administration and Finance, McNamara has been responsible for administrative and budgeting oversight of large organizations including the Department of Revenue and the Group Insurance Commission, as well as numerous other state agencies. McNamara previously served as Deputy Commissioner for the Department of Revenue.

The appointment of Bill McNamara will be effective at the close of business on Friday, February 21. Current Comptroller Andrew Maylor previously announced he will be resigning effective Friday, February 21 in order to accept a position as Vice President and Chief Business Officer of Merrimack College.

The Comptroller is appointed by and serves coterminous with and independent of the Governor. The Office of the Comptroller is served by an Advisory Board chaired by Secretary of Administration and Finance Michael Heffernan and consisting of the Treasurer, Auditor, Attorney General, Trial Court Administrator and two gubernatorial appointees with experience in accounting, management or public finance who serve three-year terms.

“I want to thank Governor Baker and Lieutenant Governor Polito for their confidence,” said Bill McNamara. “I enter the Office of the Comptroller with a deep sense of responsibility and recognition of its vital role in ensuring transparency and accountability in state government. The team at the Office of the Comptroller is recognized for its professionalism and dedication, and I am honored to be joining them.”

About Bill McNamara:

A native of Norwood, Massachusetts and graduate of Norwood High School, Bill McNamara earned his BA in Economics and English at Williams College, and an MBA with a concentration in Finance at Dartmouth College’s Tuck School of Business.

His post-MBA career began at Norton Company in Worcester, where he was the senior business analyst in the office of the CFO and Controller. Transitioning to the investment industry in 1992, McNamara spent sixteen years at Fidelity Investments. He rose through the finance function to become CFO of a major division with a budget of over $500 million.

Moving to investment management and distribution, he applied new analytic and data techniques to product management and strategic marketing for a $90 billion mutual product line. After leaving Fidelity, he spent time as an investment industry consultant and at an investment firm before joining the Department of Revenue (DOR) as Deputy Commissioner in 2016.

McNamara had a broad range of responsibilities at DOR including managing legislative and external affairs, communications, and policy. Working with DOR’s team of economists, he implemented new approaches to taxpayer data in order to better understand the impact of economic conditions and federal law changes on taxpayers. As Assistant Secretary in the Executive Office for Administration and Finance, McNamara has overseen budgeting and spending across several key agencies and in the information technology function.

2/23起在麻州開車禁用手機

(Boston Orange 編譯) 開車禁用手機法,即將於223日生效,昆市警察局日前特地製作標語,提醒民眾。
麻州州長查理貝克(Charlie Baker)是在去年11月時簽署這一法令,但實際生效日期訂在2020223日以後。州政府將給民眾一個月的適應期,在331日前,違規者只會收到一張警告單,之後再犯就要面對罰款,初犯罰100元,再犯罰250元,三犯罰500元。
昆市警察局提醒民眾,223日起,依照麻州新法,除非以手持模式使用,汽機車或自行車駕駛在開車時禁用電子設備,包括手機。
              年滿18歲以上的駕駛,
🔴只能在免手持模式下使用電子設備或手機,而且只准用觸摸設備的方式來啟動免手持模式。
🔴 不准拿著或扶著任何電子設備/電話。
🔴 除了啟動免手持模式之外,不准觸摸電話,而且只有在不妨礙駕駛汽車,而且設備是適當的鑲或安裝在擋風玻璃,儀表板,或中央控制台上。
🔴 不准觸摸設播來發簡訊,電郵,或使用程式,看視頻,上網。
🔴 當設備是已安裝或適當的架設時,准許使用定位導航。
🔴 只有在車輛處於停洎狀態,而且不在公眾通行道上時,可以手持使用,但在紅燈或停止燈號時,不准使用。
🔴 只有當設備是適當架設了十,才可合法的使用語音轉文字來溝通。可以使用耳機(一個耳朵)
年紀未滿18歲的駕駛
🔴 不准使用任何電子設備。駕駛時使用電話,包括免手持的使用電話就犯法。
違反免手持法的處罰:
初犯,罰款100元。再犯,罰款250元,並須上駕駛分心教育課,第三次犯,以及其後再犯,罰款500元,還需上駕駛分心教育課,保險費提高。
🔵 在緊急情況時,駕駛可用手機打911來報案。如果可能,在打911電話前,先安全的把車開到路邊。

A field of 31,500 participants will make their way from Hopkinton to Boston on Patriots’ Day. For the 35th year, the Boston Marathon is principally sponsored by John Hancock.

“In an effort to ensure the best possible race experience for all participants, we have made alterations to the start times for this year’s race,” said Tom Grilk, Chief Executive Officer of the B.A.A. “Keeping participant safety and their experience at the forefront of all decision making, we have taken a data-driven and analytical approach to determine the most optimal start times for all divisions.”

Start time enhancements have been implemented for the Women’s Wheelchair Division Start (shifted from 9:04 a.m. in 2019 to 9:05 a.m. this year); Handcycle Program & Duo Participants Start (9:25 a.m. to 9:30 a.m.); Elite Men’s Division Start (10:00 a.m. to 9:37 a.m.); Elite Women’s Division Start (9:32 a.m. to 9:45 a.m.) and Wave One Start (10:02 a.m. to 10:00 a.m.). In addition, this is the first year the Boston Marathon will feature a Para Athletics Divisions Start, where elite athletes with visual, upper-limb, and lower-limb impairments will compete for prize money and awards. The 2020 Boston Marathon will serve as the Team USA Paralympic Selection Event for select Para athletes.

“The introduction of the Para Athletics Divisions start presented a great opportunity for us to take a critical look at each and every one of our start times,” said Dave McGillivray, race director of the Boston Marathon.

To minimize the amount of passing of athletes down course, the Elite Men’s Division will start eight minutes prior to the Elite Women’s Division. This change is being implemented to help increase the safety of athletes within the Elite Women’s Division start, who in previous years were at risk of being overtaken by both the Elite Men and their accompanying lead vehicles in the second half of the race route. Now, with the change in start times, the potential for athletes being overtaken by vehicles down course will greatly be reduced.

In addition to increased safety, the change in start times will allow more exclusive television coverage of the Elite Women’s race in the final miles.

“I’m excited about the new start times of the 2020 Boston Marathon,” said Des Linden, 2018 Boston Marathon champion and a five-time top-five finisher in Boston. “The B.A.A. has taken industry-leading steps to ensure our safety and a world-class experience. I am especially excited about the additional coverage in the final miles—all the world’s eyes will be on us as we head for the finish in Boston.”
“The new start times for the 2020 Boston Marathon will help all athletes,” said Lelisa Desisa, two-time Boston Marathon champion and reigning world champion. “With both professional races in mind, the B.A.A.’s changes will make sure we have a safe and successful road from start to finish.”

Furen Dai’s installation showcases the history and function of 
Chinese characters on The Greenway

February 6, 2020 – Boston, MA – The Rose Kennedy Greenway Conservancy today announced the completed installation of a new public art commission, A Mouse with Ears and Tail / 带耳朵和尾巴的老鼠, from artist Furen Dai, continuing the annual curation of sculptural installations celebrating the twelve years of the Chinese Zodiac.

Furen Dai’s practice has focused on the economy of cultural industries and how languages lose function, usage, and history over time. Her years as a professional translator and interest in linguistic studies have guided her artistic practice since 2015. For the “Year of the Mouse,” as Dai grew up saying in China, Dai researched the evolutionary process of the Chinese character "鼠”, which means “mouse” from the ancient Oracle bone script to what we use nowadays – SimSun font. 

When foreign characters are placed in a different cultural context, people without knowledge of the language tend to read the character as a series of abstract lines and shapes. This artwork explores the experience of viewing a Chinese character from both a native and foreign perspective, encouraging both Chinese speakers and non-Chinese speakers to see “mouse” when viewing "鼠”.  In this work, the small mouse of the ancient Oracle bone script races around the contemporary SimSun font, which is in turn transformed into a cartoon mouse figure blinking and beckoning us in with its warm, neon glow. The installation will run from February 2020 through January 2021.

A Mouse with Ears and Tail is a visually stimulating take on the study of Etymology, through the use of neon; serving as a catalyst for engagement and understanding in a historic community such as Chinatown,” said Lucas Cowan, Greenway Conservancy Curator of Public Art. “We’re excited to celebrate the history, connections, and values that each installation brings to both the residents of Chinatown and the many visitors throughout The Greenway.” 

With the aim of celebrating both past and present, each year a new artwork has been installed in front of the Essex Street Gate. The installation’s goal is to celebrate the culture, history, and traditions of the Chinese New Year and the Chinatown community through the ideas and expressions of contemporary artists. Past zodiac curations have included Elliott Kayser’s ceramic pig sculptures, Year of the Pig (2019), Risa Puno’s community storytelling abacus, Year of the Dog (2018), Chis Templeman’s 3D rooster printer Make and Take (2017),  Don Kennell’s 12-foot Monkey See (2016), and Kyu Seok Oh’s paper-mache Wandering Sheep (2015). 

"By working with the Greenway Conservancy on this project, I’m able to fulfill my first public art commission. The process was challenging in an exciting way as I had the opportunity to experiment with a new medium, expand my studio practice to working with professional fabricators, and think of moving my art practice from a traditional art space to the public realm,” said artist Furen Dai. “It was a professional yet warm experience working with Public Art Program staff at the Greenway Conservancy as they trusted in me and guided me through the whole process."

A Greenway Artist Meet & Greet event with Furen Dai will take place on Tuesday, February 25, from 5-7p at Radian, 120 Kingston St, Boston, MA 02111.

波士頓華埠獅子會以慈善餐舞會迎新春

(Boston Orange)波士頓華埠獅子會日前在帝苑酒樓慶祝鼠年新春,200多名會員、嘉賓冒雪歡聚,以歌舞餐會一舉兩得的既與好友同桌共餐,敘舊,又為行善籌款。
波士頓市議員愛德華費林(Ed Flynn)和駐波士頓台北經濟文化辦事處處長徐佑典等嘉賓,當晚稱許獅子會的服務社區,熱心助人。獅子會的麻州33k分區第一副會長Dr. Deb Wayne和波士頓華埠獅子會會長謝如鍵則言簡意賅的期許波士頓獅友繼續努力,充分發揮助人為快樂之本精神。
獅子會和其他社區組織比較不同的是,每次聚會都先舉行慣例儀式,既提醒獅友該會成立宗旨是服務社區,也強調該會幹部有各司其職責任,有每月出席會議義務等。

              出售抽獎彩券是這場晚會的籌款手段之一,出席活動的人都很大方,有人一出手就買一疊,不為抽獎,只是希望善款可以幫助更多人。
                          謝如鍵表示,加入獅子會的人,都有服務的心,除了每年在波士頓市和昆士市的中秋節聯歡會上,把移動驗眼車開到現場,讓許多平時工作忙碌,無暇檢查的人,了解自己眼睛狀況,及時得到改善,還經常性的組織會員拜訪各老人中心,為老人家們帶去歡樂。
