傅高義將出新書談中日歷史 東北大學講座先述概要

            (Boston Orange 周菊子波士頓報導) 東北大學亞洲研究系日前邀哈佛大學前費正清中心主任傅高義(Ezra F. Vogel)"談中國和日本:面對歷史,預告新書將於七月面世。

             傅高義是一位著作等身的著名研究中國問題學者,今年88歲,退休後仍非常活躍,不但和哈佛大學公衛學院教授蕭慶倫,費正清中心學者William H. Overholt合作,在學校開學上課期間,幾乎每週三中午都舉辦一場中國重大議題講座系列,還勤於筆根,在出版了包括註釋,厚達876頁的鄧小平傳之後,最近又完成了一本厚達536頁的中國日本,將由哈佛大學出版社於730日出版。哈佛大學出版社官網也已刊出預告。

             東北大學亞洲研究系代理主任董樺,當天開場前先說明這講座源起於東北大學校友劉紅,2014年慷慨解囊,設立劉紅學生獎,劉紅研究獎,以及劉紅傑出學者講座。

             傅高義接著口若懸河,滔滔不絕的講了一個多小時,強調中日之間的關係歷史悠久,錯綜複雜,但為了世界穩定計,這兩個國家應該為廿一世紀培養出新關係。

             哈佛大學出版社為傅高義這本書做了摘要,指中國和日本之間的文化,政治關係,可以回溯到1500年前,但兩國今日的關係卻很緊張。中國的軍備深化令日本憂慮,而日本在二次世界大戰期間殘暴的佔領中國這事,仍然是一個傷口。近年來,兩國各只有不到10%的人民對另一國有好感,兩國也都堅持,在關係改善前,另一國必須公開的面對其歷史。

             從六世紀,當日本吸收中國文明的核心元素時,到最近的廿世紀,當中國把日本當成獲取資金的管道時,傅高義的中國及日本檢視了中日歷史中的轉折點。兩國長久以來都維持著很深的文化聯繫,但中國一直以其偉大的文明和資源,握有優勢。日本在十九世紀的成功現代化,以及1895年中日戰爭勝利,改變了這局面,把日本放到了主導地位。這二次世界大戰的苦澀歷史,使得中日雙方儘管努力推廣貿易,最近則是旅遊,但合作已變得困難。

             傅高義強調,日本需要為戰爭徹底道歉,但他也鼓勵中國把日本當作亞洲地區的潛在重要合作夥伴。他辯稱,為了世界秩序穩定之故,這兩個亞洲巨人必須重訂關係,並從他們有共同興趣的環保,救災,全球經濟發展,以及科研等開始。

             東北大學社會科學及人文學院在1984年時,由已辭世的Chris Gilmartin教授和一群有相同興趣的教職員攜手,創辦了亞洲研究(Asian Studies)這跨部門的系,重點關注亞洲各地區的歷史,文化,政治以及彼此之間、和世界其他地區,特別是和美國的關係。全系共有教職員40多人。

             2014年該系獲校友劉紅慷慨捐款,成立了劉紅亞洲研究基金,然後又設立了講座系列。


            劉紅基金下設學生獎,研究和課程這兩種獎項,支持學生到亞洲研究,工作,支持教授做亞洲相關研究及修訂課程。今年的學生獎得主為2020級,主修國際事務,今春參加了清華大學交換學生計畫的Alexander Shaw;研究獎得主為社會學級人類學系博士生Marhabo Saparova。她打算做為期12個月的中亞及土耳其內的跨國移民,權力及國家。另一名研究獎得主為Elicia Cousins。她也是社會學及人文學系博士生。她將繼續2011年的福島核災餘波研究。(圖片3月28日發表,文稿4月8日更新)

    蔡總統前次出訪邦交國過境美國洛杉磯期間,曾特別巡視僑委會洛杉磯文教服務中心並與臺僑第二代年輕人座談,與會青年代表提出希望獲取回臺就業及投資等相關資訊,總統當下指示由僑委會在海外文教中心設立單一窗口做第一線的受理服務。僑委會隨即透過政府跨部會及海外僑界青年領袖會談等會議的召開,與國內外政府、民間等各界人士就相關議題廣泛交換意見,獲致合作推動辦理「i臺灣窗口(i-Taiwan Window)」計畫之共識。
    僑委會具有海外16處文教中心設置「i臺灣窗口(i-Taiwan Window)」服務據點之在地優勢,各中心一向均能因地制宜提供海外僑青有關臺灣產業、科技研發及學術研究等各種資訊諮詢服務,未來允應進一步落實系統化發展,進階為專人諮詢服務,配合當事人個案情況打造客製化資訊蒐集與彙整之創新服務功能。
 爰此,僑委會將自本年331日協導16處文教中心擴大實施相關計畫,精進以往服務作法,善用我國政府經濟、科技、教育、內政及勞動等主管機關既有線上資源,居間協助僑青獲取詳實之資訊,以達強化僑青與臺灣連結之目標,也歡迎海外僑界的朋友們多多利用僑委會各地文教中心這項新的服務。

TO ACCEPTING BRIBES TO FACILITATE ADMISSIONS TO YALE

BOSTON – The former Yale University women’s soccer coach pleaded guilty today in federal court in Boston in connection with accepting bribes to facilitate the admission of students to Yale as recruited athletes. 

Rudolph “Rudy” Meredith, 51, of Madison, Conn., pleaded guilty to one count of conspiracy to commit wire fraud and honest services wire fraud and one count of wire fraud and honest services wire fraud. U.S. Senior District Court Judge Mark L. Wolf scheduled sentencing for June 20, 2019 at 2:30 p.m.

From 1995 through November 2018, Meredith was employed as the head women’s soccer coach at Yale University. Beginning in April 2015, Meredith agreed with William “Rick” Singer, 58, of Newport Beach, Calif., to accept bribes in exchange for designating applicants to Yale as recruits for the Yale women’s soccer team, and thereby facilitating their admission to the University.

In early November 2017, Singer received an email indicating that an individual wished to make a “donation” to “one of those top schools” for his daughter’s “application.” Singer sent the resume and personal statement of the client’s child to Meredith and stated that he would “revise” the materials to “soccer.” Singer then sent Meredith an athletic “profile” that falsely described the child as the co-captain of a prominent soccer club team in southern California. Meredith subsequently designated the child as a recruit for the Yale women’s soccer team – thereby facilitating her admission to Yale – despite the fact that the child did not play competitive soccer. On Jan. 1, 2018, after the child was admitted to Yale, Singer mailed Meredith a check for $400,000 from the account of his purported charitable organization, Key Worldwide Foundation (KWF). During the summer of 2018, relatives of the applicant paid Singer $1.2 million in multiple installments.

On April 12, 2018, Meredith met with the father of another prospective Yale applicant in a Boston hotel room. During the recorded meeting, Meredith stated that he would designate the child as a recruit for the Yale women’s soccer team in exchange for $450,000. At the meeting, Meredith accepted $2,000 in cash as a partial payment and provided bank account information for future payments.

On March 22, 2019, Singer pleaded guilty to racketeering conspiracy, money laundering conspiracy, conspiracy to defraud the United States, and obstruction of justice. He is scheduled to be sentenced on June 19, 2019, at 2:00 p.m. in Boston.

The charges of conspiracy to commit wire fraud and honest services wire fraud, and  honest services wire fraud and wire fraud, provide for a sentence of no greater than 20 years in prison, three years of supervised release, and a fine of $250,000 or twice the gross gain or loss, whichever is greater. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and other statutory factors.

United States Attorney Andrew E. Lelling; Joseph R. Bonavolonta, Special Agent in Charge of the Federal Bureau of Investigation, Boston Field Division; and Kristina O’Connell, Special Agent in Charge of the Internal Revenue Service’s Criminal Investigations in Boston, made the announcement today. Assistant U.S. Attorneys Eric S. Rosen, Justin D. O’Connell, Leslie Wright, and Kristen A. Kearney of Lelling’s Securities and Financial Fraud Unit are prosecuting the case.

WASHINGTON – Civil rights leaders and census experts held a press call today to announce a national day of action on April 1 to elevate the importance of a fair and accurate 2020 Census. That day marks one year from Census Day, when the census will be in full swing. The U.S. Constitution requires a census every ten years to ensure equal representation for all communities. Census data also influence the allocation of more than $800 billion in federal resources. It is imperative that the government counts every person in our country equally well.

“The Day of Action is an important opportunity to raise awareness about the upcoming count and educate communities about how census data impact our daily lives and our voice in democracy,” said Vanita Gupta, president and CEO of The Leadership Conference Education Fund. “While the census may have political consequences, its conduct must be strictly nonpartisan and non-political. This count is the bedrock of representative democracy.”
“Given the importance of Census 2020 in distributing billions of dollars in federal funding and the allocation of political power to communities across the country for the next 10 years, we cannot afford to have millions of Latinos and other Americans missed in the nation’s decennial count,” said Lizette Escobedo, NALEO Educational Fund Director of National Census Program. “A number of changes and challenges pose a real threat to a full count of Latinos in Census 2020, including the addition of the citizenship question during a time of increased fear and mistrust in the government.  We know we have our work cut out for us in the coming months, and that’s why we are joining forces with our ¡Hágase Contar! Campaign partners to educate Latinos across the nation about the importance of making themselves count in Census 2020.”
“The 2020 Census is our only chance in a decade to get a full and accurate count of the Asian American, Native Hawaiian, and Pacific Islander communities,” saidTerry Ao Minnis, director of census and voting programs at Asian Americans Advancing Justice | AAJC. “Without an accurate count, valuable dollars that support immigrant and minority communities will be lost and they will not be represented accurately or served in the way they are Constitutionally entitled.”
“To reduce the risk of an undercount in Black communities we need to make sure our folks know what the census is really about: claiming our legacy, getting our fair share and mobilizing for economic justice for Black people in America,” saidJennifer Edwards, senior campaign director of the digital and democracy program at Color of Change. “Color Of Change is launching a targeted online campaign to ensure that all Black people are counted in the 2020 Census.”
“On April 1 the Virginia Civic Engagement Table, Progress Virginia and other coalition partners will be focused on asking Virginians to call their Delegates and Senators in Virginia’s General Assembly and ask them to support the Governor’s request for $1.5 million in funding to make sure every Virginian is counted,” saidJulie Emery, executive director of the Virginia Civic Engagement State Table.“That $1.5 million investment can bring $174 billion back to Virginia in funding that flows from the census. Legislators have the chance to do the right thing for Virginia when they reconvene for the veto session on April 3.”

RECYCLING COMPANY SETTLES ALLEGATIONS OF ILLEGAL DUMPING AND DESTRUCTION OF WETLANDS IN SALISBURY
Settlement Includes up to $175,000 in Penalties and Restoration of Environmentally Sensitive Property

BOSTON – A New Hampshire-based recycling and renewable energy company, its manager, and its operator have agreed to pay up to $175,000 in penalties and to restore acres of protected wetlands in Salisbury after illegally dumping solid waste and storing hazardous waste on the property, Attorney General Maura Healey announced today.

The consent judgment, entered today in Suffolk Superior Court, settles alawsuit filed by the AG’s Office in June 2017 alleging that C&G Land Reclamation & Renewable Energy Solutions LLC (C&G Renewables),  manager Clyde Holland, and operator William P. Trainor Sr. violated numerous environmental laws and regulations in their operation of an illegal solid waste disposal site at the C&G Renewables property on Lafayette Road in Salisbury, which is unfenced and located across the street from an elementary school.

The AG’s Office alleges the defendants altered and filled nearly 15,000 square feet of protected wetlands at the property with solid waste, destroying the wildlife habitat and vegetation in the area. 

“Wetlands are valuable natural resources that must be protected, not used as dumping grounds,” AG Healey said. “Today’s settlement requires the restoration of acres of destroyed wetlands that serve as critical resources for flood prevention and habitats for our wildlife.”

According to the AG’s complaint, C&G Renewables, Holland, and Trainor dumped and stored large piles of concrete rubble, rebar bricks, and other construction debris throughout protected wetland areas without obtaining any required authorizations from state and local authorities, including the Massachusetts Department of Environmental Protection (MassDEP), and despite multiple stop work orders issued by the Town of Salisbury. 

“This law and rules are in place to protect public health and the environment,” said MassDEP Commissioner Martin Suuberg. “Failure to abide by these rules will lead to enforcement and penalties.”

The complaint also alleges that the defendants illegally transported drums of hazardous waste off-site and reburied others on-site, including waste oil and hydrochloric acid, and failed to report releases of hazardous material discovered at the property. 

Under the terms of today’s settlement, the defendants will pay up to $175,000 in penalties to the state and restore nearly 15,000 square feet of wetlands, 75 feet of stream bank, and additional acres of associated buffer zone to their prior condition under the direction of MassDEP. The defendants also will remove all solid and hazardous waste at the property and report and remediate releases of hazardous materials found there.

This case was handled by Assistant Attorneys General Turner Smith and Amanda Morejon of AG Healey’s Environmental Protection Division, with the assistance of Senior Regional Counsel Colleen McConnell, and technical staff members John Morey, Elizabeth Sabounjian, Mark Fairbrother, Iris Davis, Matthew Barber, and Stephen Johnson, of MassDEP’s Northeast Regional Office in Wilmington.

Pianist Daniel Hsu was the bronze medal and best performance of both the commissioned work and chamber music at the 2017 Van Cliburn International Piano Competition. Also a 2016 Gilmore Young Artist, and first prize winner of the 2015 CAG Victor Elmaleh Competition. 

A native of the San Francisco Bay Area, Daniel Hsu made his concerto debut at age 8, and his recital debut at the Steinway Society at age 9, before being accepted into the Curtis Institute of Music at the age of 10, along with his two older siblings. Since then, he has made his debuts with the Philadelphia Orchestra (2016) and Carnegie Hall (2017) as part of the CAG Winners Series at Weill Recital Hall. 

Daniel has collaborated with the Tokyo, North Carolina, Grand Rapids, New Haven, and Fort Worth Symphony Orchestras, working with conductors Leonard Slatkin, Nicholas McGegan, Cristian Măcelaru, Ruth Reinhardt, and Marcelo Lehninger. Daniel's chamber performance with the Brentano String Quartet earned him the Steven de Groote Memorial Award for the Best Performance of Chamber Music. He regularly tours the US with the Verona String Quartet and in duo piano with his brother, Andrew, and appears frequently in chamber music festivals.
Decca Gold digitally launched Daniel's first album featuring live recordings from the Cliburn Competition, as well as his award-winning performance of Marc-André Hamelin's Toccata on "L'homme armé."
Daniel is currently the Richard A. Doran Fellow at the Curtis Institute of Music, where he has studied with Gary Graffman, Robert McDonald, and Eleanor Sokoloff. He is also a Marvel film buff and enjoys programming. He contributed to the creation of Workflow, which won the coveted 2015 Apple Design Award and was acquired by Apple in March 2017.

徐翔出生在舊金山灣區,他8歲時與Fremont交響樂團合作首演協奏曲,在10歲時繼他的哥哥和姊姊之後,也被Curtis音樂學院錄取。先後跟隨三位顯赫的名鋼琴家學習。
徐翔在美國各地舉行獨奏和協奏曲表演。一起合作的管弦樂隊有:費城, 北卡,等等。指揮家有:Leonard Slatkin 等著名指揮家。他每年都會在中國, 日本和歐洲巡迴演出,與東京,多米尼加國家交響樂團合作。徐翔與Brentano 弦樂四重奏的室內樂表演贏得了Steven de Groote 室內樂最佳表演紀念獎。獲得The Dallas Morning News 高度讚揚。他也經常和他的哥哥徐鴻 (Andrew Hsu) 作雙鋼琴演奏,出現在許多室內音樂節上。徐翔的第一張專輯由Decca Gold推出,其中包括Mussorgsky's Pictures及Van Cliburn比賽的貝多芬鋼琴奏鳴曲的現場錄音,以及他獲獎的Marc-AndréHamelin的Toccata的表演。
現年21歲的徐翔,目前是 Curtis音樂學院的學員。他喜歡寫電腦程式。他的Workflow贏得了2015 Apple設計獎,並於2017年3月被Apple收購。
