Governor Baker Filing Legislation to Allow Authorities to Honor Federal Detainers for Violent, Dangerous Criminals
BOSTON – Governor Charlie Baker today is filing legislation that would give state and municipal police and court officers the statutory authority to honor certain detainer requests and administrative warrants from United States Immigration and Customs and Enforcement (ICE) for removable aliens independently in state custody because of new state criminal charges or sentences related to violent and serious crimes.

Such authority by law enforcement existed until last week when the Supreme Judicial Court ruled in Commonwealth v. Lunn that, in the absence of express statutory authority, state and local law enforcement officers may not honor requests from ICE to detain removable aliens.

“For years, many local police departments and the Trial Court have cooperated with ICE to ensure that they can detain violent and dangerous criminals, convicted of crimes like murder and rape, to keep our communities safe,” said Governor Baker.“This bill allows the State Police to honor specific detainers and provides local officials with the flexibility they need to set policies appropriate for their communities.”

The governor’s proposal does not authorize or allow law enforcement officers to enforce federal immigration law. Instead it fills the statutory gap identified by the SJC. It authorizes, but does not require, state and local law enforcement to honor detention requests accompanied by administrative warrants from ICE for aliens who pose a threat to public safety.

Upon receipt of a written request to detain by ICE, the bill would allow Massachusetts law enforcement to determine that an individual poses a threat to public safety and decide to detain that person if any of the following apply:
  1. The person has engaged in or is suspected of terrorism or espionage, or otherwise poses a danger to national security;
  2. The person has been convicted of an offense of which an element was active participation in a criminal street gang;
  3. The person has been convicted of an offense classified as a felony, other than a state or local offense for which an essential element was the person’s immigration status;
  4. The person has been convicted of an aggravated felony; and
  5. The person has been convicted of a crime of (i) domestic violence; (ii) sexual abuse or exploitation; (iii) trafficking in persons in violation of sections 50 or 51 of chapter 265 or like violations of the law of another state, the United State or a military, territorial or Indian tribal authority; (iv) drug distribution or trafficking; (vii) second or subsequent operating or driving under the influence or (viii) any other offense for which the person has been sentenced to time in custody of 180 days or more.

“Local officials seeking to protect their communities should not be compelled to let dangerous individuals with serious criminal histories walk free due to an ambiguity in the law,” said Lt. Governor Karyn Polito. “This proposal will allow police to maintain the strong trust they have built up with immigrant communities while making sure that hardened criminals are not put back on the streets.” 

“Any detention authorized by this bill would be limited to aliens already independently in state custody because of new state criminal charges or sentences,”said Secretary of Public Safety and Security Dan Bennett. “This bill does not empower state or local police to proactively arrest people for immigration law violations; it would allow police to detain a person who is a threat to public safety for a limited period of time if that person were about to be released and the federal authorities were unable to immediately take the person into their custody.” 

Any agency seeking to use this new authority would be required to issue a policy identifying supervisory officers who would initially authorize detention of people who pose a threat to public safety and have been previously convicted of one or more serious crimes. Any detention in excess of 12 hours would be subject to judicial review.

有沒有覺得很久沒收到劍橋合唱團電子報了呢(還是其實鬆了一口氣)?經過5月春季音樂會《聽泉─逐夢非洲》艱難的挑戰後,小編與團員們一起放暑假去了。雖然一段時間沒有跟大家更新近況,但音樂會後的影片剪輯、錄音後製、回顧與檢討等工作可是馬不停蹄一點也沒有偷懶。這裡就讓大家回顧上下半場的精彩片段。

新團長上任

從2011年起一路為劍橋合唱團服務了6年的陳立英(Leo),在今年5月21日的春季音樂會之後正式卸任。Leo在過去六年間的耕耘,讓劍橋合唱團開枝散葉成長到今日的規模,並在音樂演出和社區交流上都帶來豐碩的成果。他是團員們的好朋友、也是音樂總監最重要的夥伴。

新任團長將由曾莉涵、屠澤寬共同擔任。曾莉涵是阿拉巴馬大學聲樂博士,現職是音樂教師、職業女高音,除了劍橋合唱團之外,也活躍於First Church Boston、Back Bay Chorale等音樂團體,隱藏技能是燒得一手好菜;人稱「大熊」的男高音屠澤寬,家學淵源從小就跟著父母在合唱團長大,也曾加入無伴奏人聲團Mass Whole Note唱遍波士頓各大酒吧野台。 除了嘹亮的嗓音,魁梧的身材也是讓人難以忽視的存在,夢想是有朝一日也能燒得一手好菜。這對開朗熱情的搭檔將繼續凝聚團員與在地社群的力量,為劍橋合唱團傳遞美好歌聲而努力。

New Chapter for CCCS’ Leadership

After serving as CCCS president for six years since 2011, Leo Chan has decided to pass the baton this May. Leo has been instrumental in CCCS’ growth and he has increased the membership by over 300% under his leadership. We greatly appreciate for all of his contribution and support and we wish him the best.

A warm welcome to Lily Tseng and Kevin “Bear” Tu who will work as co-presidents to navigate CCCS to the next chapter.  Lily received her Doctor of Music Arts in vocal performance from The University of Alabama. She is an active performer in chamber music, choir, recital and opera. Lily is now a resident choir singer at The First Church in Boston, voice and piano faculty member of New School of Music (Cambridge) and member of Back Bay Chorale. Bear has come from a music-rich family. He was a member of “Mass Whole Note”, a cappella group in Cambridge. Bear will focus on member relationship and marketing while Lily will continue to bring CCCS to local community. Combining with their unique experience, we expect a much stronger team and more dynamic programing in the years to come.

吳弭競選連任波市不分區市議員 華埠競選辦公室開幕

                   (Boston Orange 波士頓報導) 波士頓市議會議長吳弭將競選連任波士頓市不分區市議員。她的華埠競選辦公室,設在夏利臣街27( 27 Harrison Ave., Boston)729日剪綵啟用。
                     波士頓市共有四席不分區市議員席位,迄今有8人參選,除了四名在位者,吳弭(Michelle Wu),米高法拉提(Michael Flaherty),普莉斯萊(Ayanna Pressley),以及艾妮莎(Annissa Essaibi George)之外,還有四人, Domingos DaRosaAlthea Garrison William A KingPat Payaso
                  由於參選人未超過8人,今年的不分區市議員將不辦理初選,所有8名參選人都將在11月的大選時決戰。
                   吳弭甫於7月12日二度為母,在早上8點16分,生下重8磅整,長19.5英寸的 Cass Wu Pewarski。7月29日就開始投入競選連任工作。
                            吳弭在華埠競選辦公室開幕式中表示,她競選連任是因為她愛這城市,也愛市政府這份讓她有機會花時間和其他喜愛這城市的人一起做事的工作。她說,愛這城市的人才會看到這個城市的完整前景,得採取那些步驟來達成那些前景,也才會採取行動,支持、推動改變。
                          她也談到她所想像的波士頓。她說,如果大家能夠為其他人製造機會,能夠提高最低薪資,能夠真正投資進市內的家庭經營小企業,幫助人們生活穩定,波士頓可以是一個包容,安全,有靈活彈性的城市。如果大家都致力於有品質的兒童照顧,努力在青少年身上投資,為大家的下一代提供每一個機會,波士頓可以是一個所有小孩子都有公平機會的城市。
                     雖然過去四年,她和團隊有不少成就,但還有許多她們可以做的事。所有前述各方面的事,她們都有很多可以繼續努力的地方。最重要的,她希望得到大家的幫助,因為所有這些事都必須有大家的聲音出現在討論桌上,有人出現在公聽會裏,才能推動改變。如果能把大家對波士頓的愛集中幾來,就能確定大家的子女會更愛波士頓。

Congresswoman Clark, Mayor Walsh to Join Residents and Housing Advocates Rally for Affordable Homes


BOSTON — As proposed federal cuts threaten to increase housing instability and homelessness, hundreds of residents, housing advocates, and policymakers gathered Monday, July 31 at 12:00 noon to rally in front of Faneuil Hall in support of federal investments in affordable homes and our communities. Congresswoman Katherine Clark and Boston Mayor Martin J. Walsh will also attend.

Too many families are struggling to keep a roof over their heads. Nationally, only 25% of families in need receive housing assistance, which means millions of people do not have an affordable place to call home. The President and Congress are proposing devastating cuts, including cuts to Section 8 and public housing. These cuts would undermine the progress that cities, towns, and the state are making in affordable housing and community development.

On Monday, residents rally together on the plaza in front of Faneuil Hall to call on Congress to invest in affordable homes and our communities and to ensure that everyone has the right to a safe, accessible, and affordable home. The ‘Our Homes, Our Voices’ rally is being organized by the Citizens' Housing and Planning Association (CHAPA), the non-profit umbrella organization for affordable housing and community development activities in Massachusetts. This year, CHAPA is celebrating 50 years of leadership in promoting solutions to critical housing and homelessness issues across the state.

多種來自東西世界奇麗的風箏如三百呎長的龍,大鷹,巨大的龍蝦,與及由不同入埸者自備的風箏,在空中爭妍鬥麗將構成本風箏文化節的典其一特色。成人和小孩會在廣闊的空間內盡情放飛。入場者還將看到精彩的風箏表演。節目除專題外,包括文化和健康運動表演,歡迎觀眾跟隨學習,有興趣參加表演者,請與主辦人聯絡。

東西相約-風箏文化節開始於2003年,一條 450呎的長龍,第一次在美國升空飛舞。各種不同的風箏,百紫千紅,在和諧而又剌激的環境下,爭奇鬥艷。除個別受天氣影響,一年一度的東西相約-風箏文化節,大多盛況延續,相連的93高速公路,交通每每緩慢下來。2005年八月,在新澤西州自由公園舉行,參加人數打破大紐約歷屆風箏化節參加的人數,齊觀賞300呎長龍,掛上33呎寬的美國旗,空中飛舞。

加州大学洛杉矶分校廖国男教授获美国气象学会年度最高荣誉奖
美国国家气象学会网站近日公告的2018年度荣誉会员、年度奖获得者、当选会士的名单中,加州大学洛杉分校的廖国男教授,由于对改进大气辐射传输理论和应用及其与云和气溶胶的相互作用领域的卓越领导和创新贡献获年度最高荣誉奖Carl-Gustaf Rossby Research Medal 奖。从而成为很少几位同时获得了美国气象学会最高奖(Rossby),和美国地球物理学会最高奖(Revelle)的当之无愧的国际学术泰斗之一。
廖国男教授,美籍华裔大气物理科学家,美国工程院院士,台湾中央研究院院士。现为加州大学洛杉矶分校大气科学与海洋系杰出教授及美国喷气动力实验室共同创立的区域地球系统科学与工程联合学院的首届院长。
廖院士在收到获奖通知后非常谦逊地表示,他在辐射传输以及云和气溶胶相关领域的工作能得到美国气象学会的认可,并颁与这项殊荣,他觉得非常荣幸。廖国男教授特别指出,在过去的30年,他一直有幸与众多有才华的研究生一起工作,他们也应该平等分享他所得到的任何荣誉,包括这次美国气象学会的最高荣誉奖
区域地球系统科学与工程联合学院的古瑜博士表示,她1994年底师从廖国男先生攻读博士学位,后来更有幸在他手下工作。多年来,蒙受他的传授和指导,不仅从廖先生的言传身教中学到了很多大气科学领域的前沿理论和知识,也从他身上看到了华裔在美国努力奋斗、坚持不懈的追求,以及所取得的辉煌成就。他们研究领域的所有重要奖项,都曾颁发给廖先生,廖先生为我们新一代的华裔学者树立了很好的榜样,必将激励着更多的华人学者在各自的科学领域中获得成功。
廖国男教授1965年毕业于台湾大学,分别于1968年和1970年在美国纽约大学获得硕士和博士学位。廖院士创立了一套可用于不同大小和形状冰晶的光散射统一理论,这个理论是大气辐射和云物理研究领域里的一大突破,并于1996年荣获美国国家科学基金委创新奖
1997年他被加州大学洛杉矶分校聘请为杰出教授,并于20002004年间担任大气与海洋科学系系主任。廖院士在辐射传输理论和应用及其与云的相互作用方面的先驱工作,于1998年荣获美国气象学会两个最高荣誉之一的“Charney Award”。由于对政府间气候变化专门委员会(IPCC)的贡献,分享2007IPCC诺贝尔和平奖。2010年因其对空间科学和应用做出的杰出贡献获得空间研究委员会(COSPAR)两年一度的William Nordberg 勋章。2012年因其对辐射研究领域做出永久性的杰出贡献获四年一度国际辐射委员会最高金牌勋章。2013年获美国地球物理学会最高荣誉奖Roger Revelle勋章,表彰其对大气科学、大气海洋耦合、大气陆面耦合、生物地球化学循环、气候、或地球系统的其他相关方面做出的杰出贡献
他的研究成果和学术思想,推动了现代大气物理学发展,于1999年被选为美国工程院院士,2000年当选科学促进协会的会士,2004年当选为台湾中央研究院院士。廖院士先后发表了250余篇科学论文,并撰写了三本专著:《大气辐射导论》(19802002)、 《大气中的云和辐射过程:理论、观测和模拟》(1992)、和《冰晶的光散射:基础和应用》(2016)。19802002年出版的《大气辐射导论》分别于19852005年翻译成中文,对大中华区大气物理的发展和教育有很大贡献。
廖教授也是架起美中大气科学交流桥梁的建设人,从1980年代初开始,廖院士曾先后邀请大批两岸学者赴美国访问,与中国大气科学家有着三十多年的实质性合作,积极参与中国大气科学领域的一系列重要研究计划,并培养了一大批中国学生,为两岸的大气科学研究的科技进步和人才培养做出了重要贡献。(AACYF洛杉矶讯)
