BOSTON CITY COUNCIL PRESIDENT MICHELLE WU FILES FREE PETITION ORDINANCE
Proposal would require action in response to petitions signed by 250 or more residents


BOSTON – February 27, 2017 – Today Boston City Council President Michelle Wu filed an ordinance to codify the right of free petition at the municipal level in Boston. The proposed legislation would require the Council to hold a public hearing on the subject of any group petition signed by 250 or more residents.

“Good government thrives on civic engagement,” said Wu. “This ordinance will provide another outlet for residents to get involved in influencing policy and public discourse in Boston. One of the Council’s most important duties is to provide a platform for community voice. Codifying the right of free petition will ensure that the City Council is as responsive as possible to the issues facing families across the city.”

Council President Wu also gave special thanks to Boston activist and civic leader Jamarhl Crawford for sparking the idea of exploring free petition at the local level in Boston. “This proposal itself is an example of how conversation and partnership with community leads to new ideas,” said Wu.

Jamarhl Crawford said, "The Right of Free Petition Ordinance is a simple and logical step to encourage civic participation in all neighborhoods and will provide residents with a voice on issues that affect their quality of life in the City of Boston. My hope is that the residents of Boston will use this new ordinance as a tool to bring their long neglected issues and innovative ideas to the forefront."

The right of free petition is unique to Massachusetts, found in Article XIX of the state constitution and dating back to colonial times. At the Massachusetts State House, the right of free petition guarantees that any citizen may file a bill through his or her state legislator. Several cities and towns have laws codifying free petition at the municipal level in place already, including Chelsea, Lawrence, Winthrop, and Newton.

Councilor Wu will formally introduce the proposed ordinance at this week’s City Council meeting on Wednesday, March 1st, and it will be assigned to the Council’s Government Operations Committee to schedule a public hearing.

Socially Adaptive Robots is on its way

Socially Adaptive Robots is a new field that addresses how robots can better interface with and engage with humans. Increased personalized and human-like interaction will be important as the industry moves from performing repetitive tasks or responding to requests, to developing robots who can assist with rehabilitation, coaching, behavioral modification or patient care.

Dr. Maja Matarić from the University of Southern California, presented her work at the Harvard Institute for Applied Computing. Dr. Matarić is professor and Chan Soon-Shiong chair in Computer Science Department, Neuroscience Program, and the Department of Pediatrics at the University of Southern California, founding director of the USC Robotics and Autonomous Systems Center (RASC), co-director of the USC Robotics Research Lab and Vice Dean for Research in the USC Viterbi School of Engineering. 

Dr. Matarić's work explores how people interface with robots and how to make robots more engaging, communicative and responsive. This will determine the effectiveness of robots serving as trainers and health monitors and educators. 

She presented the results of projects that utilized robots for interfacing and motivating patients for stroke and rehabilitation, Alzheimer's, and Autism, as well as educating young children. 

A project for stroke rehabilitation, for instance, had the robot playfully interacting with a patient who was trying to game the sensors tracking her exercise actions. Some therapies require patients to be motivated to participate. Ordering or instructing will not work for many.

Future Robots will need to learn how to interact with people during a conversation. Such as judging how much feedback to give and the type of feedback - say based on goals or speed of learning. And style of training: should the robot be programmed to teach thru imitating, or understanding the issues that matter, or teach thru demonstrating.

According to Dr. Matarić, having a body is complex - we are hard-wired for many aspects of how we perceive people, such as body language. However, it is difficult for a robot to change what it looks like, so her lab experiments with behavior instead. One example: testing how a robot faces a person and interacts with them- looking directly at them, establishing social distance. 

Moreover, social dynamics - conversations and interactions - change over time as the mood and level of interest of the human interface changes over time. And facial signals can be tricky. As people are often immersed in problem solving so their expressions may indicate their attention to the problem, not their emotional response.

Another lab project entailed small group encounters, where the robot served as a moderator. Within groups there is often the challenge of a strong leader crowding out the participation of others. Where the robot moderator was instructed to look at and ask questions of the person saying the least - there was greater participation and group adhesion.

A final project presented using robots to explore ways to work with children visiting doctor's offices and testing different pain coping strategies. They looked at empathy, distraction and content - explaining what was going on.

In the future, Dr. Matarić's lab will be undertaking a robotic care project in an elder home.


Key takeaway from Dr. Matarić's talk: To be effective companions, trainers or health coaches, robots will need to better judge the emotions of the humans they work with, and intuit their needs and intentions, and better relate to and engage with their human counterparts in terms of the style, content and tone of their conversation.

半華裔陳樂宣佈再次參選緬因州路易斯頓市長


(Boston Orange 周菊子整理報導)2015年曾經參選緬因州路易斯頓市(Lewiston)市長,有一半華裔血統的年輕人陳樂(Ben Chin)223日晚宣佈,要代表全體市民,再度參選該職。

              陳樂在2015年的市長選戰中,原本以44%以的得票率領先其他4名對手,但法令規定,若無一名候選人得票率過半,市府必須為2名得票最高者再辦一次選舉。128日再次選舉時,結果陳樂以47%的得票率飲恨。在位市長麥當納(Bob Macdonald)53%的得票率順利連任。

                陳樂在L-A博物館宣佈參選時強調我們,表示他是代表大家參選,要發起行動,在路易斯頓市重新定義政策制定者的腳色,希望藉由群眾的力量來克服利益,財富及權力可能對個人產生的影響。他強調這次參選,關注住宅的公平、安全,將致力解決與社會,文化、階級脫不了關係的吸毒流行問題,要給學校充裕經費,要讓耆英有尊嚴的老有所終,而且這次參選,他只接受100元以下的個人捐款。

                陳樂早前在接受路易斯頓太陽報訪問時表示,該市不斷面對住宅,移民等問題,需要一名能夠關注解決辦法的領導者。23日晚他向100多名出席者說,希望路易斯頓市成為美國復甦的偉大故事

                太陽報指出,在路易斯頓市,市長主持市議會,但只在市議員缺席或棄權時可以投票,不過陳樂卻相信市長有能力促使城市從更廣闊視野來制定政策。

              陳樂上週就用社交媒體推出了一個11分鐘的視頻,試探反映,吸引了將近3000次觀看。

                陳樂說,川普當選總統,誌記了歷史上的一個重要時刻。他從那時起就一直在問自己該怎麼反應。

                陳樂表示,決定參選並不容易,因為他才剛成家,太太Nicola Chin懷孕了,但她希望女兒將來能說她爸爸冒著風險相信,一般人能夠團結推動改變。

                坊間謠傳在緬因人民聯盟擔任政治參與主任的陳樂可能參選州議員或國會議員,但陳樂說自己參選市長是因為他相信大改變可以從地方開始。
                2015年時,陳樂為參選籌得9萬元捐款,其中1萬元來自路易斯頓市。麥當納只籌到5800元,其中4,245元還是在113號選票印出來後籌的。陳樂說,人們大概不理解他們怎麼籌到這麼多錢,因此這次參選,他決定只接受限額100元以下的個人捐款。

Summer youth employment enrollment now available online
BOSTON - Friday, February 24, 2017 - Mayor Martin J. Walsh today announced the opening of SuccessLink, an online tool that enables Boston youth to register for summer jobs. The SuccessLink application will be available from Saturday, February 25th until 11:59 pm on Friday, March 31st. Teens can apply 24 hours a day on the BCYF Youth Engagement & Employment Division website on boston.gov.

"A summer job is so much more than just a paycheck," said Mayor Walsh. "It's also a chance to explore career options, experience new things and meet new people. Giving our young people an opportunity to have a summer job builds confidence and sets students on the path for a successful career."

Through SuccessLink, young people can register for the summer Youth Employment Program lottery, get connected to resources and join civic engagement initiatives designed to empower youth. Applicants will be able to manage and update their information online.

Teens interested in applying must meet the following requirements:
  • Must be a full-time resident of the City of Boston
  • Must turn 15 years old on or before Friday, August 18th, 2017
  • Cannot turn 19 years old, on or before Friday, August 18th, 2017
  • Must be legally permitted to work in the United States
Boston is a leader in youth employment across the nation with a focus on offering meaningful employment opportunities to young people ages 15-18. Summer opportunities include paid positions with the Boston Police Department, Zoo New England, radio stations, Boston municipal government departments and and as tutors, mentors and counselors at many summer day programs. Last summer nearly 3,000 young people were employed through SuccessLink.

CONTRACTORS FOR ASSEMBLY SQUARE STATION IN SOMERVILLE TO PAY MORE THAN $420,000 FOR SUBMITTING FALSE CLAIMS
General Contractor and Electrical Subcontractor Knowingly Submitted Inflated Pay Estimates for Materials to Build the MBTA’s Orange Line Station

            BOSTON – A New Hampshire-based general contractor and one of its subcontractors have agreed to pay more than $420,000 for submitting false and inflated payment requests in connection with their construction of the Assembly Square Station on the Massachusetts Bay Transportation Authority’s (MBTA) Orange Line in Somerville, Attorney General Maura Healey announced today.

S&R Construction Enterprises, its president Stephen Early, subcontractor A&S Electrical LLC and its manager Gregory Lane agreed to resolve allegations that they violated the Massachusetts False Claims Act by knowingly submitting false and inflated pay estimates to improperly front load payments under their contracts. In addition, S&R Construction and A&S Electrical are barred from bidding on and accepting new public contracts in Massachusetts for five years and one year, respectively.

            “Building new public transportation infrastructure is how we will move Massachusetts forward, and taxpayers deserve confidence in how we spend every dollar,” said AG Healey. “Overbilling and front-loading creates unacceptable risks of delays and degrades the integrity of our public contracting. Taking on this fraud is a top priority.”

“We are very pleased with this result, and thank the AG's office for its excellent work in pursuing these claims,” said MassDOT/MBTA General Counsel John Englander. 

The AG’s Office investigated this matter following a referral by the Inspector General’s Office which received a tip that A&S Electrical requested inflated invoices from one of his subcontractors. 

           “This is a solid example of how a call to our fraud hotline led to a joint investigation by the AGO and our office resulting in significant recovery for the taxpayers,” said Massachusetts Inspector General Glenn A. Cunha.

            The Commonwealth’s complaint alleges that S&R Construction and A&S Electrical violated the Massachusetts False Claims Act by knowingly submitting to the MBTA false and inflated requests for payment reflecting that they had purchased construction materials in greater quantities or at higher prices than they had actually purchased, in order to receive larger payments than they were entitled to at the time under the lump sum contract.  

Under the terms of the consent judgments entered Thursday in Suffolk Superior Court, S&R Construction and A&S Electrical admitted there were sufficient facts to support a finding that they submitted inflated requests for payment to the MBTA. The settlements require the defendants to pay more than $420,000 to resolve the allegations, including at least $110,000 in civil penalties.

S&R Construction has also been cited by the AG’s Office for its failure to pay the prevailing wage and failure to submit true and accurate time records on both the construction of the Assembly Square Station and the construction of the Wachusett Commuter Rail Station on the Fitchburg Line. The citations require S&R Construction to pay over $40,000 in restitution to its employees and over $25,000 in penalties.

The false claims matter was handled by Assistant Attorney General Cassandra Arriaza of AG Healey’s False Claims Division and OIG Investigator Ellen Silberman, with assistance from Paralegal Krista Roche, and Kristen Salera and Colleen Frost, both of the AG’s Civil Investigations Division, and with full cooperation from the MBTA. 

The prevailing wage matter is being handled by Assistant Attorney General Erik Bennett, with assistance from Investigator Tom Lam, both of AG Healey’s Fair Labor Division.

"BPS: We Dream Together" provides broad range of information in multiple languages
BOSTON - Friday, February 23, 2017 - In an effort to reaffirm support for immigrants and embrace students of all cultural backgrounds, the Boston Public Schools (BPS) has launched a comprehensive website that provides a wealth of resources and educational tools to support immigrant students and their families.
 
The website, titled, "BPS: We Dream Together," (http://bpswedreamtogether.org) offers information in 15 languages on a range of immigration issues, including understanding one's rights, scholarship information for undocumented immigrant students, a hate crime hotline, supporting Muslim families, and educational tools for teachers on how to engage in civic conversations in the classroom.
 
"The City of Boston and the Boston Public Schools will never turn their backs on families who are seeking a better life," said Mayor Martin J. Walsh. "We are committed to making sure students and families of all cultural backgrounds succeed, and feel safe and welcome in their schools and neighborhoods."
 
The BPS Office of English Language Learners worked closely with the Mayor's Office of Immigrant Advancement to provide dozens of resources and information for the immigrant community and educators in a centralized, online location. The district's protocols for immigrant students are also listed on the website, which expressly state that BPS does not and will not require families to provide information pertaining to their immigration statuses during school enrollment.
 
"We must ensure that our schools remain safe and secure spaces for our immigrant students and their families," said Boston School Committee Chairperson Michael O'Neill. "We commend BPS for its broad outreach to inform immigrant families of their legal rights."
 
Boston Public Schools is proud to be one of the most diverse school districts in the nation - with nearly half of all students speaking a language other than English at home, representing 139 different native countries.
 
"We will continue to stand up for all of our students and families, regardless of their immigration statuses," said BPS Superintendent Tommy Chang. "We will welcome and teach every single student who enters our classrooms. Diversity and inclusion are at the core of our values as a school system and as a city. BOSTON TRANSPORTATION DEPARTMENT TAKES STEPS TO IMPROVE SAFETY ON CHINATOWN STREETS 



City of Boston to partner with the Asian Community Development Corporation and Chinatown Main Streets to improve safety 



BOSTON - Friday, February 24, 2017 - The Boston Transportation Department (BTD) today announced measures to improve safety on local streets in Boston's bustling Chinatown neighborhood, as well as additional enhancements planned for the coming months. The work is being accomplished in partnership with the Asian Community Development Corporation, Chinatown Main Streets, Chinatown Safety Committee, Chinatown Residents Association and Chinatown Neighborhood Council, with input from Chinatown Summer Youth Leadership students.

"Chinatown is a vibrant community and it is vital the neighborhood's streets are both safe and functional for residents, local businesses, daily commuters, tourists and visitors," said Mayor Martin J. Walsh. "I'd like to thank the Chinatown community for partnering with us and providing insight into the specific transportation needs of their neighborhood. We look forward to continuing to work with residents to create the best street conditions in Chinatown."

To date, BTD has completed the following improvements at six signalized intersections on Kneeland Street between Washington Street and Atlantic Avenue:
  • "Do Not Block" Intersections signs posted and new related pavement markings installed.
  • All crosswalks repainted.
  • Pedestrian crossing times increased.
  • Traffic signals retimed to improve traffic flow on Kneeland Street.
  • Parking meters between Tyler and Hudson Streets relocated to allow for better visibility.
  • Two "No Turn on Red" signs added to address conflicts between turning drivers and pedestrians in the crosswalk.
BTD crews have also repainted all crosswalks at the following nearby intersections in the neighborhood:
  • Tyler Street and Beach Street
  • Hudson Street and Beach Street
  • Harrison Avenue and Beach Street
  • Harrison Avenue and Essex Street
  • Essex Street and Chauncey Street
"The modifications made at these intersections will work to reduce congestion, increase sight distance and enrich the travel environment for all users of the roadway along Kneeland Street and throughout Chinatown," said Boston Transportation Commissioner Gina N. Fiandaca.  "BTD will continue to monitor safety and movement on local streets in the neighborhood and make adjustments as necessary."

Plans are also underway to repaint pavement markings this upcoming construction season on Kneeland Street, from Washington Street to Atlantic Avenue.

波士頓台大校友會換屆 蕭蔚當會長


(Boston Orange整理報導)大波士頓地區台大校友會日前召開理事會,換屆改選,由蕭蔚出任會長。今年繼一份與其他機構合辦新春猜謎外,預定3月5日辦"生涯規劃座談",3月18日辦50年重聚,邀校友回台灣母校巡禮。
大波士頓地區台大校友會與紐英崙中華專業人員協會及玉山科技協會合作,將於三月五日(週日)下午24點,在勒星頓中文學校舉辦「生涯規劃系列座談會」,探討在美華人如何突破玻璃天花板,並邀講者分享管理經驗。

這場座談會將有四名有經驗的經理及主管主講,其中三人是台大傑出校友,Sanofi的臨床診斷科學主任宋晶晶,輝瑞(Pfizer)製藥公司發炎及免疫研究資深主任林俐伶,高品(Kopin)公司執行副總裁曹伯禹。另一人是台大校友史美芳的夫婿,也是現任波士頓僑務委員曁華人經濟發展協會董事長,H2O工程顧問公司董事長蔣宗壬。

台大校友會在24日召開了理事會,24日發出會訊,報告會務,感謝前任會長施心沛,理事顏素梅提供的寶貴經驗,以及理事張秋琪,王素芬,莊保羅,羅巧玲等人的辛勞。該會新任幹部為會長蕭蔚,副會長吳杏玫,財務兼總務王素芬,秘書長賴政宏,資訊網頁莊保羅,連絡李以蕙。今年的主要活動將為更新資料庫及網站,繼續加強校友聯繫,會員招攬,校友服務等。

該會一月時和紐英崙中華專業人員協會等組織合辦了春節猜謎活動,35日將協辦生涯規劃座談318日將舉辦50年重聚,邀請畢業50年的校友在杜鵑花開時節回母校巡禮,重溫舊情。

該會校友郭友雲的先生,中央研究院院士、哈佛大學丘成桐教授為感念香港培正中學國文教師,也是台大校友的潘寶霞女士教誨之恩,捐款10萬美金,在台大中文系開首例,成立了「潘寶霞女士講座」,將邀聘海內外研究中國文學之著名專家學者演講,以促進中國文學之研究。

臺北經文處賴銘琪處長223日赴佛蒙特州首府蒙彼利爾(Montpelier),向州長史考特(Phil Scott)祝賀履任新職,並應邀於佛州眾議會見證通過對中華民國(臺灣)之友好決議案,另受邀至眾議會商業暨經濟發展委員會發表演說,且會晤多位政要,促請加強臺灣與佛州之經貿、教育及文化等多面向關係。

賴處長於2324日偕朱永昌組長至佛州訪問。在會晤史考特州長時,賴處長除代表中華民國政府及人民表達對史考特州長之祝福外,並期望在他的領導下,佛蒙特州繼續拓展與臺灣之雙邊經貿、教育及文化合作交流。

隨後,賴處長一行受邀至佛州眾議會議事廳,見證通過對中華民國(臺灣)之友好決議案。眾議會除宣讀支持臺灣之決議文外,全體眾議員並起立熱烈鼓掌歡迎賴處長及朱組長,賴處長等人亦揮手向全體眾議員致意,氣氛至為友好熱絡。

該決議案係佛州眾議會連續第13次通過類似議案,重申對臺灣的友誼與支持。決議文內容讚揚中華民國2016年總統大選之民主成就、支持臺灣與美國及佛州之雙邊關係,也重申支持臺灣積極參與國際刑警組織、世界衛生組織、國際民航組織及聯合國氣候變遷綱要公約等國際組織或條約。佛蒙特州是繼今年二月初羅德島州眾議會之後,新英格蘭地區第二個通過類似決議案之州。

賴處長23日下午也應邀至佛州眾議會商業暨經濟發展委員會演講,介紹臺灣政經現況,臺美關係及雙邊經貿發展,與包括委員會主席Bill Botzow在內之10餘位議員充分交換意見,對促進渠等對臺灣各方面之瞭解效果甚佳,這也是賴處長連續第三年應邀至該委員會演講。

臺灣與佛蒙特州經貿關係相當密切,臺灣是佛州第7大出口市場。佛州2015年出口至臺灣之產品總額近11000萬美元,主要項目包括電子產品及影音設備、塑膠橡膠製品、光學醫學儀器等;而臺灣也是佛州第11大進口來源國,2015年進口值逾4100萬美元。此外,佛州與臺灣也有姐妹省之盟誼,雙方於1999年締盟。

賴處長此行另分別拜會佛州副州長David Zuckerman、眾議長Mitzi Johnson、聯邦參議員Patrick Leahy (D-VT)的選區主任John Tracy、聯邦眾議員Peter Welch (D-VT)的選區主任George Twigg及多位州議會領袖,積極促進臺灣與佛蒙特州之友好關係,並推薦相關商機與合作。

   ◎「2017年海外華裔青年英語服務營」開放   線上註冊

2017年海外華裔青年英語服務營」活動,預計招募海外華裔青年前往臺灣偏遠地區學校實地從事英語教學,歡迎就讀11年級以上且於20171130日前年滿17足歲但未滿25足歲之華裔青年報名參加。報名時間自201721日至228日止,申請人須先於營隊專屬網站(http://www.aidsummer.net)完成線上報名後,印出「網路登錄確認單」,連同相關報名表件於31日前寄(送)達波士頓華僑文教服務中心90 Lincoln St., Newton Highlands MA 02461,如有洽詢事項,歡迎電話聯繫陳美樺小姐,TEL:617-965-8801

   ◎中華函授學校線上課程隨選隨讀

中華函授學校自2017起轉型,不再提供註冊選課服務,為讓各界能夠充份運用豐富的函校課程資源,特自2017110日起至331日止,開放函校課程共計119門全部免註冊,隨選隨讀,歡迎學員踴躍利用。課程免註冊,隨選隨讀 請於『中華函授學校遠距學習網』(http://chcs-opencourse.org/index.php)點選2017年隨選隨讀 (http://chcswm.chcs-opencourse.org/mooc/)即可進行課程免註冊隨選隨讀,並可下載全文網頁教材! 為讓中華函授學校課程能夠有效活化利用,並以與時俱進的方式推動遠距教學,20174月起,相關課程及教材將逐步上傳至全球華文網,讓海內外民眾能以最便利之方式透過網路自主學習。未來不論海外僑民或國內民眾均可運用自主學習,不受時空限制達到進修之目的。

   如下:

      ()「聯合分發」同分參酌規定另增採「中學學業成績總平均」。

   ()「個人申請」志願數調增為4個,並試辦1年。

   ()於各式學士班適用簡章中,增列採計「國際文憑預科課程考試 IBDP

      績」之相關規定。

   () 106學年度「個人申請」報名及放榜期程提前2週辦理。

       106學年度海各地區適用簡章及報名表已於去年1027日於海外聯合

       招生委員會網頁(www.overseas.ncnu.edu.tw)公布,歡迎上網參考,並利

       用網路填寫報名資料方式申請。

   2017臺北世界大學運動會場館陸續完工。

      2017臺北世界大學運動會將在今年819日至30日舉辦,為期12天的賽

      會活動,估計有來自150個國家、12千名之選手參與,所需場館多達

      60座之多;其中有53座係既有場館整建,分屬五縣市、14所國私立大學

      及中央部會等。目前 (除臺北市以外之)四縣市及國私立大學之場館整修工程皆委由各縣市政府及國私立大學代辦執行,截至去年(2016)12月底已

      22座場館完工,預計今年1月底可再完工16座,所有整建場館除新竹

   ◎歸化國籍規定放寬囉! By內政部    

()對我國有殊勳者,或有助我國利益之高級專業人才申請歸化,無須喪失原有國籍。

()外籍配偶申請歸化無須提憑生活保障無虞證明。

()外籍配偶因家暴離婚或喪偶未再婚、扶養未成年子女者,申請歸化合法居留期間由5年降至3年。

()外國人歸化國籍改採先許可再補提喪失原有國籍證明。

()撤銷歸化許可前,內政部將召開審查會,給當事人陳述意見機會,但經法院判決為虛偽結婚或收養而歸化者除外。

   ◎歡迎推薦優良華文出版作品參加華僑救國聯合總會106年華文著

     述獎活動    

華僑救國聯合總會為復興中華文化,促進海外文化事業,特設立「華文著述獎」,獎勵項目包括學術論著、文藝創作及新聞寫作3類最近2年內出版或發表之論著或作品;參加方式係由海外僑團、僑校、僑報、使領館、駐外機構及旨揭總會名譽理事、理事、顧問等推薦具有華僑身分者參加,未受推薦之本人亦可申請參加,惟需提出華僑證明,參加者均須於規定日期內填表,連同作品有關資料及華僑身份證明等,送僑聯文教基金會辦理。該活動申請期限至本年6月底止;詳細辦法請至該總會網站 (http://www.focat.org.tw/)下載運用。
