Governor Baker Signs Legislation Supporting Innovative Transportation Options
Includes strongest state background check system in the nation for Uber, Lyft drivers

BOSTON – Today, Governor Charlie Baker signed bipartisan legislation creating a modern statewide regulatory framework for transportation network companies (TNCs), prioritizing public safety and recognizing Massachusetts’ role as a leader in transportation innovation. The legislation, An Act regulating transportation network companies (H. 4570) includes support for transparent pricing, properly marked and inspected vehicles, clear insurance standards, authorization of service at Boston Logan International Airport and the Boston Convention and Exhibition Center (BCEC), and the strongest state background check requirements in the nation.

“I am pleased to sign bipartisan legislation to ensure Massachusetts remains a leader for innovative new technologies, with safe and diverse transportation options and opportunities for hardworking individuals to earn a living, said Governor Charlie Baker. “This regulatory framework includes many of our own proposals to embrace disruptive technology and prioritize public safety to give consumers safe and reliable travel choices.”

Governor Baker first filed TNC legislation in April, 2015. The bill enacted today provides for the Massachusetts Department of Public Utilities (DPU) to have regulatory authority over TNCs, establishes minimum disqualifying offenses for drivers, and requires companies to maintain active rosters of their drivers who must undergo a full state Criminal Offender Record Information (CORI) background check, including sex offender registry status, and a bi-annual national commercial background check conducted by the TNC company. The legislation further closes existing insurance coverage gaps by setting adequate insurance liability and coverage requirements for TNCs and their drivers, including a guaranteed $1 million minimum coverage as soon as a TNC driver accepts a request for a ride.

“The strength of Massachusetts’ economy relies on the diversity of our transportation network and our acceptance of innovation to better serve everyone,” said Lt. Governor Karyn Polito. “We appreciate the legislature’s collaboration with our administration, local officials, law enforcement, advocates and industry, to accept the important role these companies play in our economy and adopt a modern statewide regulatory structure that includes some of the strongest background check requirements in the nation.”

The legislation also establishes a ride for hire task force consisting of state transportation, regulatory and public safety officials, legislators, local officials, law enforcement, accessibility advocates, and industry representatives to actively review ride-for-hire regulations and make recommendations to ensure consumer protection, public safety and economic competitiveness.
“The Department of Public Utilities looks forward to implementing one of the most comprehensive ride-for-hire laws in the country,” said Department of Public Utilities Chairman Angela O’Connor. “The new division within the Department will support innovation and encourage the success of this cutting edge industry while ensuring a strong commitment to public safety.”
 “Massachusetts is a hub of innovation and entrepreneurship, and we want to foster an environment where great ideas and new technologies can flourish,” said Senate Ways and Means Chair, Senator Karen E. Spilka (D-Ashland). “Transportation network companies use innovative technology to provide a useful and needed service, yet they currently operate without any oversight or accountability to ensure public safety and consumer protection. This new law takes decisive action to oversee and regulate these companies, while allowing them to continue to thrive and innovate here in Massachusetts.”

"With the signing of this bill into law, we in Massachusetts have created a framework for the TNC industry to continue to grow and thrive in the Commonwealth, while producing a bill that is second to none when it comes to public safety and consumer protections,” said Joint Committee on Financial Services Chair, State Representative Aaron Michlewitz (D-Boston). “It is my belief that other states who have not yet dealt with this issue will look to Massachusetts as the model as they undertake their own legislation with regard to TNCs. I want to thank the Governor, my colleagues in the House and in the Senate for their leadership on this issue." 

The law provides for a gradual implementation of one year for the promulgation of regulations and compliance by companies and drivers in order to ensure no interruption in existing TNC services and an assessment of TNCs that covers structure and oversight costs.  A twenty-cent per-ride assessment collected from TNCs, that by statute shall not be charged to a rider or driver and sunsets after ten years, will provide support for state and local infrastructure impacts and assistance with new technology and service improvements for small businesses operating in the taxi, livery or hackney industries through MassDevelopment.

BOSTON – August 5, 2016 – Governor Baker has proclaimed August 7-13, 2016 “Massachusetts Farmers’ Market Week in recognition of the positive contributions Massachusetts’ farmers’ markets have on agriculture and public health in the Commonwealth. The weeklong event coincides with the 17th National Farmers’ Market Week as the United States Department of Agriculture celebrates the nation's thousands of farmers’ markets.

“This week, we celebrate the Commonwealth’s many farmers’ markets, which create economic vitality for hundreds of farms and food producers while supporting local communities,” said Governor Charlie Baker. “I urge all Massachusetts residents to visit their local farmers’ market this week to buy some fresh, local produce and support our hard-working farmers.”

“Farmers work hard all year long to deliver high-quality, nutritious products to residents living in cities and towns all across Massachusetts,” said Lieutenant Governor Karen Polito. “We are proud to recognize the farmers’ markets which help ensure community camaraderie and the continued viability of family farms.” 

“The continued growth of farmers’ markets in Massachusetts has helped to sustain many of our family farms and are an important tool in helping to preserve thousands of acres of our state’s farmland,” said Energy and Environmental Affairs (EEA) Secretary Matthew Beaton. “Ensuring all Massachusetts residents have access to fresh, healthy food is a priority for this administration, and supporting farmers’ markets throughout the Commonwealth is crucial to making that goal a reality.”

Massachusetts hosts approximately 248 summer and fall farmers’ markets and 40 winter farmers’ markets across the Commonwealth. At nearly $48 million, Massachusetts ranks 5th in the nation for direct market sales and 3rd in the nation for direct market sales per operation.  Direct market sales account for 10 percent of the state’s total sales of agricultural products.

“August is an ideal time to recognize farmers’ markets as we are entering Massachusetts’ peak harvest season in the coming weeks,” said Department of Agricultural Resources (DAR) Commissioner John Lebeaux. “It’s fitting that we recognize the hard work and countless hours farmers’ market managers and volunteers put in, year-round, to bring farmers markets to their communities.”

In recent years there has been an increase in the number of farmers markets accepting Supplemental Nutrition Assistance Program (SNAP) benefits. Of Massachusetts’ 248 summer farmers’ markets, 154 currently accept SNAP, an increase from 142 at this time last year.

“Farmers’ markets offer an important access point for residents to access fresh, local, and healthy foods,” said Department of Transitional Assistance Commissioner Jeff McCue. “I am encouraged that more and more markets across the state now accept SNAP benefits to allow those in need to stretch their dollar while supporting local agriculture.”

On Monday, August 8 at 3:30pm, DAR Commissioner Lebeaux and DTA Commissioner McCue will join state and community partners at the Beverly Farmers’ Market in Veterans’ Park to kick off Massachusetts Farmers’ Market Week. After brief remarks and a reading of Governor Baker’s proclamation, a cooking demonstration will be held by nutrition educators from the UMass Extension Nutrition Education Program.  

DAR compiles an annual list of Massachusetts farmers’ markets, listing days, locations, times, and opening and closing dates for each market. An interactive map of farmers’ markets statewide is available here.

七、    研習對象:
20歲至65歲,通曉中文,有意學習花藝與茶藝相關創業技術之海外僑胞。以相關僑營事業從業人員及近兩年未曾參加本會經貿研習班者為優先
八、    研習課程內容及時數:
實際研習日程計11天,研習總時數至少77小時,包括東方花藝與茶藝應用、含花茶藝實作、材料認識、器具選購及用具操作等,並安排觀摩參訪相關知名業者;預定課程表請洽參駐外館處或華僑文教服務中心
九、    費用負擔方式:
(一)      本會提供研習期間午餐(不含週日)、課程教材、師資、場地及材料等學雜費用。
(二)      學員自付費用:
由僑居地往返臺灣之交通費、研習期間膳宿及其他個人費用;如需住宿安排,可洽由承辦單位景文科技大學協助代訂住宿。

(二)    本會於研習期間為參加人員投保新臺幣二百萬元意外險,參加人員如認不足,請自行斟酌額度加保;另參加人員須於行前辦妥個人醫療保險,在臺活動期間如因疾病就醫治療,應自行負擔所有醫療費用。
(三)    為避免培訓資源浪費,本活動學員需全程參訓,未能全程參訓者,請勿報名

一起來體驗合唱的磅礡之美! 已有24年歷史的劍橋合唱團由一群喜愛合唱的學生及工作人士組成,主要演唱中文歌曲,也時常表演台語客語英語原住民曲目,獲得波士頓地區許多聽眾的肯定。將在十二月下旬舉行2016冬季公演,即日至八月底到九月初止將招募新團員。

Towards an Integrative East-West Communications Paradigm
Call for Submissions
This special section of China Media Research invites scholars from various disciplines to
submit manuscripts on the theme of “Towards an Integrative East-West Communications
Paradigm.” A lack of philosophical integration between Eastern and Western research
paradigms presents one of the main challenges in global academic research today. In
addition, there is little evidence to suggest that scholars are actively addressing this issue
despite the repeated calls for integration.
The fragmentation is particularly salient in communications research, which remains
anchored in Western values, perspectives and constructs. This special section aims to
explore how the indigenous Eastern philosophical frameworks could serve as a source of
inspiration for theory building and reconstruction, and contribute towards achieving
integration between Western and Eastern communications paradigms.
Following these considerations, scholars are invited to submit their original manuscripts
that address the following topics, among others:
 Cultural transformation/dialogue between East and West;
 Paradigmatic assumptions of Chinese communication in the global context;
 Integration of theoretical and practical aspects of the Chinese/Eastern
philosophical concepts (such as harmony);
Yin Yang balancing as a framework for overcoming dualism;
 Contrasting static and dynamic frameworks for cultural analysis;
 Methods for achieving an etic-emic integration in communications research.
Submissions must not have been previously published nor be under consideration by
another publication. An extended abstract (up to 1,000 words) or a complete paper at the
first stage of the reviewing process will be accepted. All the submissions must be
received by October 15, 2016. If the extended abstract is accepted, the complete
manuscript must be received by February 15, 2017. Manuscripts should be prepared in
accordance with the APA publication manual (6th edition) and should not exceed 8,000
words including tables and references. All manuscripts will be peer reviewed, and the
authors will be notified of the final acceptance/rejection decision. Please visit
