南通市訪波招才 陳剛、康景軒與談

(本報劍橋市訊)南通市政府為招才引智,日前由副市長黃愛軍和市委組織部主任吳陳剛率領代表團抵波士頓,邀得美國工程院院士陳剛,哈佛醫學院教授康景軒等人四,五十人在劍橋市五月花餐廳聚會。
            黃愛軍副市長在會中全面介紹了南通市的位處長江三角的地理優勢,以及支柱和新興產業發達,投資環境優良等概況。
            目前也是麻省理工學院機械系主任的陳剛回顧了江蘇省和麻省理工學院的科研,項目合作歷史,直指有成效,但有提升空間。

            康景軒從他本人的專業,淺談了南通市在醫療健康方面可以和哈佛大學極大波士頓地區合作的項目。
            南通市長張國華去年十月才來波士頓訪問過,還欣喜見到舊識,浙江大學校友會會長倪繼紅。
            其他的代表團成員包括市經濟和信息化委員會主任楊楊,南通市通州區副區長劉洪等人。

MAYOR WALSH CELEBRATES THE OPENING OF THE ROXBURY INNOVATION CENTER



波士頓市九月底在杜爹利廣場(Dudley Square)的博林(Bolling)大樓開張了洛士百利創新中心(Roxbury Innovation Center),藉以作為推動實驗,創意思考及建立社區連接的平台。
波士頓市長馬丁華殊(Martin J. Walsh)表示,希望藉此把未來經濟帶進波士頓的每一個鄰里社區。該中心將作為提升整個社區經濟發展的催化劑。
            該中心座落於今春啟用,波士頓公校系統新總部所在的同一棟大樓,佔地3,350平方呎,可把場地靈活組成各種尺寸的活動場地,或教室形式的訓練場地,也是一個有創意的科技實驗室。
            洛士百利創新中心將藉著鼓勵創新及創業來支持地方上的經濟發展,由非牟利機構“創業咖啡基金會(The Venture Café Foundation)負責運作,為各組織團體提供支持創新者,創業者及企業創辦人的項目。主要的辦理項目合作夥伴,包括以教育,啟動,孵化來教人從頭做起的天空實驗室(SkyLab)。
            創投咖啡廳(Venture Café)執行主任Kevin Wiant表示,洛士百利創新中心是要為地方創業家提供支持環境,把他們的概念養護成可以開展的企業。他們將和天空實驗室,波士頓公校,波士頓市府,以及本地創新人士合作,測試新構想,最大化該中心的潛能。
創意科技實驗室將供微電子,包括三維印刷,雷射切割的數位組織等殊科技及設備,以及有創意的軟體剪輯公司進駐。

BOSTON - Tuesday, September 29, 2015 - Mayor Martin J. Walsh yesterday celebrated the opening of the Roxbury Innovation Center in Dudley Square, which will serve as a unique collaboration among several partners to create a venue for experimentation, creative thinking and building community connections. 

"I want to bring the future economy to every Boston neighborhood," said Mayor Walsh. "The Roxbury Innovation Center will be a catalyst for economic development and lifting the entire community." 

Located in the Bolling Building, which opened this past spring and serves as the new Boston Public Schools headquarters, the Roxbury Innovation Center is 3,350 square feet of flexible event space, classroom-style training space and a creative technology lab. 

The Roxbury Innovation Center will support local economic development by encouraging innovation and entrepreneurship. The Venture Café Foundation will run the Roxbury Innovation Center as a mission-driven not-for-profit gathering and event space. The space is positioned as a local space that will be available for groups to provide programs that support innovators, entrepreneurs and business founders. In addition to working with many programming partners, including flagship programming partner, SkyLab, with their Educate-Activate-Incubate bootcamp approach-Venture Café also produces programming to activate the space and connect the innovation economy.

"The Roxbury Innovation Center is meant to provide a supportive environment for local entrepreneurs to cultivate their concepts and then start  their businesses. We want to increase access to resources and grow the social fabric that encourages founders in  the Roxbury neighborhood to take risks and grow their big ideas ," said Kevin Wiant, Executive Director of the Venture Café. "This is a highly collaborative project, and an experimental one. Entrepreneurs and innovators need lots of different types of resources to develop, support and scale their ideas. We're glad to be working with SkyLab, the Boston Public Schools, the City of Boston, and many local innovators to test out new ideas and maximize the impact potential of the Roxbury Innovation Center."

The creative technology lab will house specialized technology and equipment including microelectronics, digital fabrication technologies (including 3D printing, laser cutting and CNC machining) and creative editing software. 

All groups interested in providing neighborhood-based programming designed to convene and develop local entrepreneurs and grow the community of innovators are encouraged to get in touch. The Innovation Center will be able to support networking events, workshops, hackathons and more.

BOSTON POLICE DETECTIVE PLEADS GUILTY TO
CONSPIRACY TO OBSTRUCT A FEDERAL INVESTIGATION

        BOSTON – A Boston Police detective pleaded guilty today to conspiracy to obstruct a FBI investigation related to the Academy Homes Street Gang (AHSG), a violent narcotics trafficking gang that operated out of the Academy Homes housing development in Roxbury. 

Brian Smigielski, 43, of Norton, pleaded guilty before U.S. District Court Judge Denise J. Casper to one count of conspiracy to defraud the United States during the course of a federal investigation.  U.S. District Court Judge Denise J. Casper scheduled sentencing for Jan. 28, 2016. 

From early 2009 to 2011, the FBI and Boston Police Department (BPD) were conducting a joint investigation into AHSG, during the initial stages of which Smigielski was the lead investigator.  In late 2009, Smigielski, became upset after being ordered to turn over the investigation to the FBI and other BPD units, and thereafter, in 2010 and 2011, conspired with a fellow BPD officer and AHSG gang members to impede the FBI in its investigation of AHSG.  Smigielski assisted the AHSG gang members by, among other things, informing the gang members of the FBI’s pending investigation and warning them that their arrests were imminent. 

The charging statute provides for a sentence of no greater than five years in prison, three years of supervised release, and a fine of $250,000.  Actual sentences for federal crimes are typically less than the maximum penalties.  Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and other statutory factors. 

United States Attorney Ortiz; Joseph R. Bonavolonta, Acting Special Agent in Charge of the Federal Bureau of Investigation, Boston Field Division; and Superintendent Frank Mancini of the Boston Police Department’s Anti-Corruption Division, made the announcement today.  The case is being prosecuted by Assistant U.S. Attorney Dustin Chao of Ortiz’s Public Corruption and Special Prosecutions Unit.

BOSTON - Tuesday, September 29, 2015 - Mayor Martin J. Walsh today issued the following safety tips for residents in light of heavy rain expected tonight/tomorrow, and the potential of a Tropical Storm impacting the City of Boston next week.

Residents can sign up for Alert Boston, the city's emergency notification system, to receive emergency alerts by phone, email or text. Sign up here
. Residents are also encouraged to call 311 with any non-emergency questions about available city services. 
  • Make sure storm drains are cleaned out to prevent poor draining flooding;
  • Avoid walking or driving through flood waters - just six inches of moving water can knock you down and two feet of water can sweep away your vehicle;
  • Familiarize yourself with the terms used to identify a flooding hazard:
    • Flood Watch means "be aware," and that conditions are right for flooding to occur in your area
    • Floor Warning means "take action," and that flooding is either happening or will happen shortly
  • With heavy rain the potential exists for downed tree limbs, which could result in power outages. Take action before and during a flood:
    • Build an emergency kit and make a family communications plan;
    • Listen to local officials and monitor your local radio or television for information;

第五屆中美健康峰會綜論中美醫改概況

(本報記者菊子波士頓報導)第五屆中美健康峰會昨(28)日在哈佛大學公衛學院揭幕,從美國的推行可負擔保險法,試圖藉改革醫療付費方式,來提高醫療品質,降低醫療費用,談到中國的正積極培養全科醫生,推動分級醫療制度,改變人們獲取醫療方式等作法。
            中美健康峰會是由曾在哈佛公衛學院任職,現為北京協和醫學院公共衛生學院院長的劉遠立創辦的。今年跨入第五屆,邀來國務院醫改辦主任孫志剛和美國衛生與人類服務部全球事務辦公室亞洲主任Erika Elvander做主旨發言。
            為期兩天的會議,將共探討六個主題,包括昨日舉行的中美醫療衛生體制改革比較“,改善獲取醫療衛生服務渠道”,“以證據為基礎的醫療衛生改革評估”,醫療及製藥政策及規範“,以及訂今(29)日舉行的“醫藥創新”,“使用科技來改善醫療護理”。
            今日下午,中美健康峰會將推出首屆“中美青年領導論壇”,並將由出版了“中國能領導嗎(Can China Lead)“一書的哈佛大學中國基金主席柯偉林(William Kirby)做閉幕講話。
            在昨日的主旨發言中,孫志剛坦言中國正在試行分級診療制度,並希望2020年時,每戶人家都和一名全科醫生簽了約。
孫志剛指出,中國國務院早已通過實施全科醫生計畫,有廿多個醫院設立了培訓基地,最近還正在推動民眾和全科醫生簽約服務,約有十個大城市績效不錯,但要讓這做法深入農村,還面對著一般民眾不習慣的困難。
改善醫生的待遇,也是政府正在努力的方向之一。
            Erika Elvander表示,美國正在推行可負擔保險法,其中的一大環節是改革付費方式,包括根據醫療效果來付費,以要求醫生對醫療結果承擔相當責任等的做法。政府也計劃設立兩套系統,來支持15萬名醫生互通有無。
            Erika Elvander自從實施可負擔醫療法以來,大約多了1760萬名美國人獲得了醫療保險,約有30%的醫護機構都採用了新的制度。消費者去年能在十個醫療護理市場中的大約八個,獲得扣除抵稅優惠後,每月付款低於一百元的醫療保險。他們希望到2018年時,有50%的醫療護理付費都能經由替代付款模式來達到責成醫療品質或價值的目的。
            昨日的開幕式由哈佛大學陳曾熙公衛學院院長David Hunter,北京協和醫學院公共衛生學院院長劉遠立,國家衛生和計劃生育委辦公廳主任于學軍,美國衛生與人類服務部全球事務辦公室亞洲主任Erika Elvander做開幕講話,由國務院醫改辦主任孫志剛,美國衛生及人類服務部醫改辦主任Kelly Cronin以“中美兩國的醫療衛生改革”為題,做主旨發言。
            中美醫療衛生體制改革比較“這場會議中,哈佛大學陳曾熙公共衛生學院終身教授蕭慶倫申論“全球面臨的挑戰和中美經驗”,拋出中國醫改面對著公、私立醫院全都追逐營利的僵局;公立醫院不知道何謂公益性;經濟政策與衛生政策互相矛盾等挑戰的問題,促請與會者討論。
            第五屆中美健康峰會今日下午還將舉行“中美青年領袖健康論壇”。
